| Retired soldiers are a special group,the quality of the resettlement of retired soldiers is directly related to social development and stability,and is more related to the military’s mission of preparing for war.The state has made great efforts in the placement of retired soldiers.However,with the rapid development of economy and society,the government is facing unprecedented new challenges in the placement of retired soldiers.It is urgent to optimize and improve the placement of retired soldiers.This paper sets the research object as the retired soldiers in Chengdu,uses the public products theory,service-oriented government theory,employ ability theory and conducts field investigation,sorts out the current situation of the resettlement of retired soldiers in Chengdu,and clarifies the current achievements of the resettlement.On this basis,a questionnaire survey is conducted to summarize that the government’s planned resettlement is unreasonable,the effectiveness of the training provided by the government is not strong,the following up service of the government department is not in place,and the two-way interaction between the government department and the retired soldiers is not smooth.Then,analyzes the causes of the problem from the following aspects: the government placement work lags behind the development of the times,the training organization mode still needs to be improved,the government service guarantee concept lags slightly,and the information service ability is weak.On this basis,drawing on the mature experience of other local governments in the placement of retired soldiers,specific countermeasures and suggestions that are consistent with the local conditions of Chengdu are proposed from four aspects: unblocking the placement channels,improving the quality of training services,establishing and improving the follow-up service system,and improving the appeal expression mechanism,with a view to providing relevant reference for improving the service guarantee quality of retired soldiers and promoting the government to optimize the placement of retired soldiers. |
