| The report of the 19 th National Congress of the Communist Party of China clearly pointed out that we should strengthen and innovate social governance,improve the social governance system of Party committee leadership,government responsibility,social coordination,public participation and rule of law,and create a social governance pattern of co construction,common governance and sharing.This provides us with fundamental guidance and scientific guidance for strengthening social governance at the grass-roots level.As the basic unit of social governance at the grass-roots level,it is of great significance to strengthen community services to promote the economic and social development of rural areas.As a large agricultural county in Gansu Province,Minle County of Zhangye City is also the largest ecological and livable relocation pilot county in the province.The left behind elderly,left behind women and left behind children are the main population in the rural areas,and rural women are the main participants and beneficiaries of community services.In recent years,Minle county has actively guided rural women to participate in community services and integrate into the new pattern of grassroots social governance.However,affected by geographical conditions,infrastructure,cultural history and other factors,the role of rural women in community services has not been fully played.In view of this,this paper combs the concepts of rural community and community service,analyzes the current situation,policy support,development process and participation types of rural community service in Minle County by using questionnaire survey and interview,and summarizes that the platform for community service participation has been further broadened,women’s advantages in community service have become more prominent,and women’s understanding of community service participation has been significantly improved Based on the new public service theory and the community participation theory,it is found that rural women still have problems such as insufficient coverage,uneven distribution of resources,lack of broad social support,and poor sustainability and stability of women’s participation in community services through in-depth analysis of the purpose,subject,method,and safeguard measures of participation in services,The main reasons are the low autonomy and enthusiasm of women’s participation,the insufficient effective integration and optimal allocation of resources,the failure to build an effective benign interaction model,and the lack of cooperation among multiple subjects.In view of the existing problems and their causes,this paper puts forward countermeasures and suggestions to improve the quality of rural women’s participation in community service in Minle County from the aspects of improving the comprehensive quality of women’s participation,enhancing the participation ability of multiple subjects,innovating community service methods,establishing and improving various security mechanisms,etc.,with a view to providing useful reference for rural women in Minle County,Zhangye City to participate in community service. |
