Research On Citizen Participation In China's Grassroots Social Governance

In the Third Plenary Session of the 18 th Central Committee of the Communist Party of China, CPC Central Committee on some major issues concerning comprehensively deepening the reform confirms that, to innovate social governance, we must focus on maintaining the fundamental interests of the overwhelming majority of the people,to maximum increase harmonious factors and enhance the vitality of social development,to improve the level of social governance.Furtherore,to further clarify that "the people in urban and rural communities to promote governance, grassroots public affairs and public welfare in accordance with the law of self-management, self-service, self-education, self-monitoring; establish smooth and orderly expression of aspirations, psychological intervention, conflict mediation, rights protection mechanism, so that the masses can reflect problems, contradictions can be resolved, there are security interests,safeguard the fundamental interests of the overwhelming majority of the people, to ensure that people live in peace, social stability and order. " This indicates that civil society participation in governance issues has been national attentioned, especially in Local Governance Citizen Participation has already become the focus of national attention and scholars.Since the reform and opening up, China has been explored the issue of citizen participation in Local Governance, the role of citizens at the grassroots level in social management,and it gets more and more attention, especially in community governance, civic participation form, contents are more rich and varied, relevant policies and systems are constantly innovate and improve. But in Local Governance in practice still exists some problems,which are still common in community governance.It presents a top-down management, community governance in government still plays a role in manager and street home system.The Chief of the community tendency remains serious, community self-government organizations and other members of the community residents still bear the heavy administrative tasks, functions of government and community organizations needs to be changed. Citizens Community Governance consciousness is ot strong, dominant position is not prominent, plus influence of traditional ideas and institutions, a sense of dependency on government, a general lack of awareness and public participation in spirit, even if there are often presented in the form of participation greater than effectiveness features, and lack of organization, not easy to get attention, it is difficult in the community as an active participation in the governance body to play a role. Therefore, this article from the start of urban grassroots communities, drawing on the basis of citizen participation in governance and related theories, with reference to foreign citizens to participate in the urban community governance practices, combined with urban grass-roots community governance of citizen participation in the current situation of our country grassroots citizen participation in social governance issues, and put forward to countermeasures and suggestions for reference.Specifically, this paper is divided into six parts.The first part is the introduction, mainly on the topics of the background and significance, research status, research papers and ideas, methods and innovations systematically and in detail. The second part is the theory expounded, introduces the basic concepts and basic theory of Local Governance and Citizen Participation, and set forth the concept of local society, the starting point of this study is defined as urban grass-roots communities. The third part is the practice of citizen participation in Local Governance exploration elaborate on citizen participation in urban grass-roots community governance status and achievements, summed up the relevant domestic experience, is provided below for reference. The fourth part is the analysis of the problems and the reasons pointed out citizen participation in Local Governance process problems, and analyze the cause of the problem. The fifth part is the experiences from abroad, Germany and the United States through the elaboration of urban citizen participation in community governance status quo, summarize their experiences, and learn them. The sixth part is the measure to improve the grass-roots community governance Citizen Participation, the participation of the institutional platform, channel and start the environment, the promotion of effective citizens, orderly and wide participation to grass-roots social management measures and made useful suggestions.
