Research On The Supervision Countermeasures Of Public Bicycle Operation In Liandu District,Lishui City,Zhejiang Province

With the development of economy and the increasing degree of urbanization,the road traffic congestion and environmental protection dilemma caused by the rapid increase of the number of vehicles and large-scale application have increasingly become two major problems of public concern.As an important connotation of green transportation,public bicycle system has become a public welfare project promoted by many countries and regions in the world with its advantages of energy saving,convenience and ecological protection.Since Hangzhou took the lead in 2008,the construction of public bicycle system has been implemented in China for more than ten years.Public bicycles have experienced a stage of rapid development and have played an important role in facilitating people’s commuting and supplementing public transport.However,after shared bicycles entered the market,traditional public bicycles faced unprecedented challenges.Many cities announced that the public bicycle system had stopped operation.The failure of public bicycles reflects that the level of urban governance still needs to be improved.The management mode and level of the government determine the development of public bicycles.For cities where the public bicycle system is still in operation,the local government should fulfill its regulatory responsibilities earnestly,plan the development route scientifically,reasonably and effectively,constantly explore and improve the service quality,and actively promote the integrated development of shared bicycles,so as to make them complement each other and facilitate citizens’ travel.Based on the situation in Liandu District of Lishui City,this thesis studies how to improve the operation and supervision of public bicycles.As a kind of quasi public goods,the systematic research on public bicycle is not only of great value to its own development,but also of great reference significance to government departments to carry out other public services,which helps to improve the ability of government departments to provide public services and enhance service awareness.From the perspective of the government providing public goods,based on the theory of public goods and related concepts,this thesis understands the current situation of public bicycle system in Liandu District of Lishui City through field visits and questionnaires to public bicycle users in Liandu District of Lishui City,sorts out the problems such as lagging infrastructure construction,management subject with insufficient performance of duties and vulnerable regulatory system.Secondly,this thesis studies the reasons such as the supervision lack of overall,the imperfect decision-making communication mechanism,and the imperfect supervision and guarantee mechanism.Finally,this thesis puts forward the development countermeasures for the public bicycle system in Liandu District of Lishui City from five aspects: formulate development planning scientifically,strengthen infrastructure construction,strengthen management of fund utilization,establish and improve the supervision and management mechanism,and strengthen publicity and promotion.
