| In rural China,the word "land" is inseparable from the word "countryside",and it is the land that carries the hopes of farmers for their lives and the longing of wanderers for their homeland.As a unique construction land in rural society,residential land is the basis for farmers to build their lives.As the construction of new rural areas continues to advance and the urbanisation of rural areas is in full swing,residential land has been given more economic value,not only as a means of livelihood but also as an important material asset.Against this backdrop,rural women,who are relatively economically disadvantaged,are still marginalised and their rights are constantly exploited.The lack of grassroots government,the failure of village collectives,and the lack of women’s voices all contribute to the difficulties of women’s rights,and it is therefore extremely important to build a system of coordinated governance.In the past,research has mainly focused on rural women’s rights and interests in land,and the protection of their rights and interests in their homesteads is only an extension of such research and has not been explored in depth,resulting in fewer research results in this area.To obtain first-hand data,this study selects County W as the field site and uses the interview method to understand the current situation of rural women’s rights and interests in their homesteads and their governance.Although W County has made efforts to protect women’s rights and interests through policy protection,ideological propaganda,and legal aid,it is difficult to defend rural women’s rights and interests on their homesteads by relying on a single entity or a simple multi-participation approach,given the dual role of formal and informal institutions.Therefore,there is an urgent need to establish a comprehensive multi-disciplinary governance framework to deal with the issue of rural women’s rights and interests.As the protection of women’s rights and interests in residential land is a broad issue,it is not easy to construct a multi-governance model.Based on the findings of the study in County W,it can be found that it is faced with the governance dilemma of insufficient awareness of the participation of governance subjects,frequent absence,and dislocation of subjects,poor channels of coordinated participation,and difficulties in implementing laws and policies at the grassroots level.The analysis shows that this is mainly due to the lack of motivation of the participating subjects,the lack of ability to coordinate multiple subjects,the unclear rights and responsibilities of multiple governance subjects,the lack of mechanisms for coordinated participation,and the lack of power to restrain governance behaviour.To address this situation,the governing bodies should take up the responsibilities assigned to them,and build up a multi-layered governance pattern for safeguarding women’s rights and interests in residential land by clarifying the responsibilities and norms of the participating bodies,strengthening the capacity of the participating bodies for shared governance,constructing a platform for multi-layered governance and improving the monitoring system of governance behaviours. |
