| Since the reform of the national police recruitment system,graduation from police academies and public recruitment of people’s policemen have become two important forms and main sources of enriching the public security contingent.However,with the deepening of the reform,some contradictions and problems have gradually emerged,which affect and restrict the construction of the public security contingent.In the continuous practice and work,the gap between the ability and quality of the people’s police recruited by the society and the people’s police graduated from the police academy has become increasingly obvious.The current police education system,whether in terms of teaching system,curriculum and educational resources,can not meet the needs of public security work in the new era for highly educated talents and non public security professionals,and has become a bottleneck that inhibits the development of public security work.If the police recruitment mode we currently adopt,which emphasizes examination,experience,recruitment,training,fairness and professionalism,continues for a long time,it is bound to have a great impact on the professional and professional construction of the public security team.Based on this,this paper uses case analysis,comparison,questionnaire survey and other research methods,through analyzing the differences in the ability and quality of grass-roots police from different recruitment sources of the X District Public Security Branch,to find the main problems of the quality and ability of the people’s police force currently recruited by the public security organs: poor physical quality,lack of police technical and tactical skills;The basic knowledge of policing is weak,and the quality of professional culture is insufficient;The sense of professional honor is not strong,and the understanding of professional specialization is not thorough enough.This is due to the reasons for the social recruitment of the people’s police force,the institutional level,the difference between academic education and vocational education,and the enhancement of citizens’ role consciousness.On this basis,the paper puts forward specific solutions,including: starting from the source:improving the recruitment and training system of the people’s police;Starting from the mechanism: establish and improve the training and incentive mechanism;Start with training: further improve the teaching quality and level;Start with professionalism:forge a sense of professional ceremony and honor.It is hoped that the research in this paper can contribute to the research in related fields. |
