specialized government data management agencies.Benefiting from the development of new technologies and the promotion of the concept of building a “digital government”,the management and application of government data across the country has become an important task.However,due to the impact of the environment,concepts,and mechanisms,government data management still faces many problems.Take Shanxi as an example.Since 2017,the construction of the Shanxi government cloud platform has been accelerating and initial results have been achieved.However,there is still a big gap between the overall level of government data management and developed countries and domestic developed provinces and cities.First,the development of government affairs data is unbalanced,the provincial level and the prefecture-level development are not balanced,and the development level of each city,industry and department is also large;the second is the serious problem of "information islands" in various localities(departments).The management system is not sound,and there is a lack of unified standards.Government data cannot be obtained and transmitted in real time between various departments and localities.The utilization rate of government data resources is very low,and data security has huge hidden dangers.The government owns more than 80% of the social information resources and is the largest data producer and owner.Compared with the data of other industries,the sources of government data are more extensive,including the data resources collected and collected in the process of internal business management and service to public enterprises by various government departments at all levels.With data information is more and more large scale,the species is more and more complex,so the inter-departmental communication between business data sharing demand increasingly intense,and after many years of government affairs information data updating and accumulation,not only of society and the people.Lifestyle has a positive and profound impact.Especially for underdeveloped provinces such as Shanxi Province,studying the problems and countermeasures in the management of government data is of great significance to solve the problems in the management of government data,strengthen the management of government data,and give full play to the value of government data resources.The research content of this thesis mainly includes four parts.The first part is the concept definition and theoretical basis,explaining the important concepts mentioned in this thesis and the theoretical basis of the analysis.The second part is to explain the current situation of Shanxi Province’s government data management and application,analyze the actual situation of Shanxi reasons for the problems in the management of government data in Shanxi Province,from the perspectives of its own objective conditions,management policies and systems,the level of awareness of government data,and management application models.The fourth part of interpreting Shanxi’s current main policies is to put forward countermeasures and suggestions,and put forward policies,measures and suggestions to solve the problems and deficiencies of Shanxi’s current policies and mechanisms.Based on the analysis of the current administrative data management and application status of Shanxi Province,this paper compares the index indicators of the empirical practices in the developed areas of domestic government data management,and through the quality index,openness index,safety index and other data of Shanxi Province government data management Through in-depth analysis,it is understood that the overall level of government data management in Shanxi Province is at the middle and lower levels in the country,the existing problems and deficiencies are still very obvious,and the value of government data has not been fully reflected and utilized..In order to improve the management and application level of government affairs data in Shanxi Province,relevant departments of the provincial government have issued big data development plans,provincial government cloud platform construction implementation plans,several policy measures to promote the development and application of big data,Shanxi Province government affairs data security management measures,Shanxi Province
