Research On The Construction Of Young Cadres In Tax Authorities

As an important promoter of the development of various undertakings of the Party and state,youth cadres shoulder a major responsibility of maintaining the long-term stability of our country during the special period of major adjustments in the national interest pattern,people’s ideology and social structure.Along with the continuous development of the reform process of the state tax system,the modernization of the tax system has already entered a new stage of development.A team of young cadres with reliable political quality,sound ideological character,excellent professional ability and outstanding service consciousness is always an important guarantee to realize tax modernization in China.Because of the aggravation of the aging of our society,the original key tax personnel also withdraw from the tax business gradually because of this reason,which makes the tax business in the new era faced with a serious dilemma between new and old.Whether the young cadres of the tax authority can steadily grow into the bearers of the tax business in the new era will be very important for the stable development of our tax business.Therefore,it is very important to seek good methods and ways to realize effective management of the young cadre team of tax authorities and strengthen the construction of the young cadre team of tax authorities.The research methods used in this research are mainly literature research,questionnaire survey and case study.The tax authority of D city is selected as the specific research object to conduct a special research on the important topic of the construction of the young cadre team of the tax authority.Through to the tax authority,young cadres,and team construction and so on the interpretation of the basic concept,with the aid of human resources management theory,education training theory and incentive theory of D city tax authorities to elaborates the current situation of the construction of young cadres,carding summed up the current stage in the process of the construction has taken some measures,This paper analyzes the problems of the lack of deep understanding of the importance of tax professional ethics,the thought of official standard has not been completely eliminated,the construction of clean and diligent government needs to be strengthened,the concept of tax service is incorrect and the ability of tax service is insufficient,and further explains the causes of these problems from the aspects of mechanism,organization and individual.Finally,it is determined to strengthen the ideological education of the young cadre team,improve the management mechanism of the young cadre team,and change the service concept and way of the young cadre team as the main points,and put forward the perfect countermeasures and suggestions to strengthen the construction of the young cadre team of tax authorities.It is expected to be a reference for the tax authorities to make relevant decisions.
