| Japanese government has been exploring the methods of public diplomacy with its characteristics by theoretical study and diplomatic practice.Public diplomacy promoted as Japanese national strategy has been serving the national interests.Japan’s pubic diplomacy is regarded as a successful example that is worth to learn for China.Due to the geographical and political values,Thailand becomes an important partner for great powers.Since World War II,Japan has been attaching importance to the relation with Thailand.After the failure of “Economic Diplomacy”,Japan launched the implementation of public diplomacy towards Thailand.Therefore,the study on Japan’s public diplomacy towards Thailand can promote the development of China’s public diplomacy by mastering the policies and practice of Japan’s public diplomacy,and is also contributed to understand the reasons of the intimate ties between two nations to serve the promotion of the ties between China and Thailand.Since 21 st century,Japan’s public diplomacy towards Thailand has entered upon a new stage with the influence of domestic and international factors.Japanese government hopes to promote the national strategies,improve national image and the national discourse power through its public diplomacy.Under the policies of strengthening publicity to Thailand,promoting cultural exchanges with Thailand,promoting exchanges and interactions between two countries,and giving assistance to Thailand,Japan joins all forces both at home and abroad as a core of Ministry of Foreign Affairs of Japan to construct the implement system of public diplomacy covering the whole area.In terms of forms,Japan has gained public goodwill through public relations diplomacy,which mainly focuses on exchanges between high-level political leaders of two countries,developing public relations by NGOs,and providing assistance to Thailand.Cultural and artistic exchanges,Japanese language education and academic exchanges,and personnel exchanges are the specific mechanisms of humanistic diplomacy to build interpersonal networks.In media diplomacy,Japan strengthens communication with Thailand through traditional media,new media and media cooperation.Although there are problems and deficiencies in Japan’s public diplomacy towards Thailand,it has achieved positive effects.On the basis of deepening the relationship between the two countries,it has helped the implementation of Japan’s national strategies,shaped a positive national image,and improved national discourse power.In recent years,China is in the complicated international situations with the coexistence of challenges and opportunities.Public diplomacy is of significance in the promotion of national diplomacy and national interests.China ought to set up comprehensive policy mechanisms of public diplomacy,construct an implement system of multiple participants,aim at the youth group,innovate the forms of public diplomacy and spare no efforts to win the support and understanding of domestic public for public diplomacy. |
