A Research On Government Governance Ability Of Mass Incidents Since The New Century

Since the new century,with the development of economy and the change of China’s main contradictions,social conflict and national governance have become major issues in the process of social development.As the product of the interaction between social conflict and national governance,mass incidents are the key window to study social change and political development.At this stage,China is in the accelerated period of social transformation.The prominent social contradictions and the emergence of mass incidents have seriously affected the stability of social order and increased the difficulty of social governance.The government is the leader of public governance and the supplier of public goods.It has direct responsibility for preventing and controlling the occurrence and development of mass incidents.The strength of its governance ability is related to the governance effect of mass incidents.How does the government recognize mass incidents? What problems exist in the process of group governance? How to improve the government governance ability of mass incidents? Taking the government governance ability of mass incidents since the new century as the research object,combined with the current academic research results,this paper investigates the working practice of government governance of mass incidents in this period by means of literature combing,and tries to clarify the theoretical and practical logic in the process of government governance.The core topic of this paper is to explain the current situation of government governance ability by demonstrating the correlation between government governance ability and mass incidents,then analyze the dilemma of government governance ability and the reasons for this dilemma,and explain how to improve the government’s ability to manage mass incidents at this stage in combination with case analysis.This paper focuses on the government’s governance ability in mass incidents,analyzes the practical problems existing in the current practice of government governance in mass incidents from the aspects of governance status,governance methods and governance difficulties,and tries to put forward suggestions for the improvement of government governance ability in the future.The study found that since the new century,in the work of managing mass incidents,the government has given full play to its role,made active exploration in governance discourse and governance practice,and made some achievements,but there are still some problems in governance ability,which need to be improved and developed in the future practice.In the future,how to give better play to the role of the government,improve the governance ability of the government in mass incidents,and strengthen the cooperation between the government and social organizations,so as to promote the modernization of China’s governance system and governance ability,is an issue that needs to be deeply discussed by the academic community.
