Research On Collaborative Governance Of Domestic Violence

According to relevant survey results,one third of women(about 736 million people)in the world will suffer physical or sexual violence from intimate partners or sexual violence from non partners in their lifetime,and 24.7% of women in China have suffered from different forms of domestic violence.Domestic violence has the characteristics of universality,gender concentration,diversity,concealment and repetition.The prevention and elimination of domestic violence has become an inevitable requirement for safeguarding the rights and interests of vulnerable groups,social civilization and social stability.It is the responsibility of the whole society and an important part of comprehensive social governance.Under the tide of data and technology,"smart governance" has become the general trend of social governance.In social governance,we can transcend the time and space constraints in government management,break through the organizational framework,break down the hierarchical constraints,and then drive collaborative governance,enhance the effectiveness of social governance,form a new pattern of grass-roots social governance that combines all sectors and multiple governance,and improve the refinement and intelligence level of urban management.Since the promulgation and implementation of the Anti Domestic Violence Law in 2016,China has now established an anti domestic violence coordination mechanism with the coordination of relevant government departments.The government guides all functional departments to work together.A governance system led by the public security and women’s federation,supplemented by procuratorates,courts,judiciary,civil affairs,communities and other institutions covers the whole process mechanism from the occurrence of domestic violence cases to the handling and tracking.However,due to the multiple coordination subjects involved and backward ideas,There are still problems such as found difficultly,single governance subject,low coordination efficiency and low disposal efficiency.The reasons are the shortage of grass-roots governance resources,the vague division of responsibilities among institutions,the lack of information sharing among departments,the limitations of multiple dispute resolution and other deficiencies,which are undoubtedly an important test for the modernization of the governance capacity of the government and relevant organizations in the new era.Through literature research,case analysis,and interviews with governance subjects and objects,this paper summarizes the current situation and existing problems of collaborative governance of domestic violence in China,and analyzes its collaborative governance system,mechanism innovation,and governance effectiveness under the conditions of information technology in combination with the smart governance model of domestic violence governance innovation in a region.Taking this as a reference,this paper puts forward countermeasures and suggestions in four aspects from the perspective of informatization,namely,concept,system,mechanism and intelligent means.First,change the governance concept of domestic violence,including establishing the correct cultural concept of the people and the concept of coordination of the governance subject;Second,it is necessary to establish a high-level coordinated governance system,expand the scope of governance subjects and refine the responsibilities of the subjects;The third is to build an efficient collaboration mechanism,including a sound collaboration system and case transfer mechanism;Fourth,make good use of the information collaboration platform to improve the staff’s information technology capabilities.Through the analysis of this paper,I hope it can also provide a model for other similar regions and even the whole country to use for reference.
