Public Service Outsourcing Contract Research Of Quanzhou City Park

Since the 1980 s,Western countries have carried out a large-scale new public management campaign under the pressure of the three major crises of crisis management,fiscal crisis and trust crisis.By exploiting market forces and using market mechanisms,To alleviate the contradiction between the government and the society;with the advancement of China’s service-oriented government reform practice,influenced by the wave of Western new public management reform and academic thought,the Chinese government began to implement public service contract outsourcing in the public sector in the 1990 s.With the development of China’s market economy and the promotion of service-oriented government administrative reform,the government is constantly innovating the reform of the public service supply side.As a new model of market-oriented reform,public service outsourcing has completed part of the government’s functions through contractual outsourcing,which is completed by more efficient and professional social organizations,realizing the transformation of government functions,improving the quality of public service products,and alleviating The contradiction between supply and demand of public services will further cultivate the purpose of social organizations.In recent years,the government’s outsourcing of public service contracts has gradually been extended to various fields,especially in terms of urban infrastructure.Quanzhou is a frontier city for public service outsourcing.In 2016,Quanzhou Park Management Center selected Donghu Park as a pilot and will be the East Lake.The sanitary cleaning service in the park area is contracted out.As an important part of the urban infrastructure public service,the park faces the issue of the free open policy of the park.How the government can further study and discuss the issue of park ecology,security and economic benefits through the outsourcing of services,and has achieved some results.some problems.Using literature research method,case study method and interview method,using the principal-agent theory,using the logical sequence of “case analysis—discovering problems—summarizing experience—proposing countermeasures”,the sanitary cleaning and security contract outsourcing project of Quanzhou Park Management Center The examples are analyzed to analyze the current achievements,existing problems and the causes of the problems.The developmenthistory and development experience of public service outsourcing in the foreign developed countries and domestic first-class cities are summarized,and the countermeasures for improving the public service outsourcing of Quanzhou Park are proposed: Improve the public service outsourcing legal system that regulates government and corporate responsibility;implement the reform of public service supply;and use new technologies and methods to improve the level of public service outsourcing services.
