Since the reform of the administrative system of civil servants,multiple levels of management system have been established from the country to the grass-roots level.However,in the process of civil servants management,there are still many problems.The State Administration of Taxation determined the strategic goal of speeding up the modernization of tax under the requirements of the new era,combined with the reality of the tax system.As a grass-roots tax department,the F District Tax Bureau earnestly implements the implementation,actively explores good practices to improve the civil servants’ ability in the tax system,and changes to the direction of "emphasizing skills,knowledge and innovation" in the construction of civil servants.This paper takes the competency of civil servants in F District Tax Bureau as the research object.Firstly,it expounds the background,purpose and significance of the research,and classifies and summarizes relevant researches at home and abroad.In addition,this paper summarizes and analyzes the current situation of civil servants’ competency in F District Tax Bureau from four aspects.The second is to construct the civil servant competency evaluation index system and evaluation model.This paper evaluates and analyzes the competency of civil servants in F District Tax Bureau by means of interview method,literature analysis method,analytic hierarchy process and questionnaire survey based on competency model.On the basis of the competency evaluation results,this paper analyzes the current situation of civil servant capacity building,puts forward some problems,analyzes the causes of these problems.It mainly includes the unreasonable structure of talent reserve,the practicability and individuation are not strong,the incentive measures are not in place,and the ideology of comprehensive ability improvement is not in place.Based on this,the paper puts forward countermeasures and measures to improve the civil servants’ competency,including optimizing the mechanism of civil servants’ selection,improving the training and education mode of civil servants at all levels,and improving the incentive mechanism of civil servants’ ability construction in grass-roots tax departments.
