| Flag of convenience (FOC) is one result of the open registration system, which hasbecome the considerable part of the world’s fleet. And many open registration countries takethis ship registration as a commercial industry. However, because FOC provides veryeffective cover to the identities of beneficial owners, which makes FOCs is dangerous. Thephenomenon of our ship owners use FOC is also serious, that brings many restrictions to ourshipping industry. In order to meet the demands of development of Chinese shipping, ourcountry need to expand the national fleet, thus it could greatly promote the economicdevelopment of our country.This article advocate the secondary registration, which combines the current situationand problems of ship registration, by anglicizing the development process and advantages anddisadvantages of FOC, in order to enhance the overall strength of shipping. Meanwhile, itshould establish a complete legal system about shipping. We should increase the investment inports, improving the financial industry and shipbuilding industry. Thereby, it’ll promote thedevelopment of social economy in china. |
