Research On The Optimization Ofsocial Insurance Premium Collection Services Of Tax Bureau Of P City

At present,under the circumstance of Social Insurance Premium Collection Service being transferred to tax collection,the work of Social Insurance Premium Collection service is continuously optimized,which meets the requirements of optimizing business environment and building a satisfactory service-oriented government.The tax authorities have many links and heavy tasks in the service of collecting social insurance premiums,and the demand and expectation of the payers on the service of the tax authorities are also getting higher and higher.Under such a situation,it is of great significance to study the optimization of social insurance fee collection service.As an important index to measure the service levy,the satisfaction degree of Social Insurance Fee Levy service is investigated,can be more intuitive,accurate understanding of the tax payers to undertake social insurance premiums for the degree of satisfaction,as well as payers concerned about the hot spots,difficulties in the service,shortcomings,thus more scientific optimization of Social Insurance Premium Collection Services,to pay for the provision of high-quality and efficient services.Based on the practice of social insurace premium collection service in P city,this paper uses the questionnaire survey method and data analysis method,and based on the questionnaire survey conducted by the payer to understand the evaluation and suggestions of the paying group on the tax department’s social insurance premium collection service,and more comprehensively grasps the current status of P social insurance premium service,and analyzes the problems and reasons of the social insurance premium collection service in P city from four aspects: policy implementation,collection service,information construction and system construction.By applying the theory of new public service,the theory of administrative efficiency and the theory of government process reengineering,the countermeasures to optimize the collection service of social insurance premiums in P City are summarized.From the aspect of policy implementation,it can include strengthening policy publicity and training,refining publicity and counseling,enriching publicity forms,and tracking and checking effectiveness to ensure policy implementation;In terms of collection services,it includes unifying service standards,enhancing service awareness,strengthening personnel training,improving business levels,optimizing service processes,and improving service efficiency;In terms of informatization construction,it includes strengthening hardware facilities,exploring multi-party collaboration models to improve service quality,and strengthening the application of information systems and big data;In terms of system construction,it includes optimizing and improving the assessment and evaluation mechanism of collection services,quickly handling service complaints from payers,establishing a sound environment for rights protection,improving the arrears recovery system,shaping the environment for rights protection,better performing social insurance premium collection service duties,serving payers,and building a service-oriented government that is satisfactory to the people.Finally,the system guarantee for optimizing services is carried out through two aspects: organizational guarantee and system guarantee.It is expected that the countermeasures and suggestions proposed in this paper to optimize tax payment services can provide certain help and reference for the social insurance premium collection service of P Municipal Tax Bureau,and also provide reference for improving social insurance premium collection services in other regions.
