Research On The Optimization Of Social Insurance Premium Collection And Management Of Qingdao Municipal Taxation Bureau

Social security system is the most important social and economic system for the stable development of a modern country.The social security system depends on the continuous injection of social insurance premiums to survive.This paper takes Qingdao City as an example and starts with the transfer of social insurance premium collection and management responsibilities of Qingdao Tax Bureau to study the collection and management of social insurance premiums.To find out the advantages and existing problems of social insurance collection and administration of Qingdao Municipal Tax Bureau under the background of transferring the responsibility of social insurance collection and administration,and to find solutions to the existing problems,optimize the management of social insurance collection of Qingdao Municipal Tax Bureau,and provide theoretical and practical guidance for the smooth development of social insurance collection nationwide.In the process of writing,this paper first analyzes the research basis and the importance of social insurance premium collection,and discusses it by combining with relevant domestic and foreign literature,and comprehensively compares the characteristics and shortcomings of domestic and foreign social insurance premium collection research theories.Secondly,this paper puts forward the concept and importance of social insurance premium,which provides the basis for future writing.Thirdly,using the methods of literature review,questionnaire survey and interview,this paper studies the social premium collection work carried out by Qingdao Tax Bureau in recent years.Based on the above situation,this paper analyzes the problems of Qingdao tax department in collecting social insurance premium,such as complicated collection process,inconsistent collection norms,irregular data interaction,and imperfect service facilities.It also breaks down the problems in collecting social insurance premium by Qingdao tax department,and finds out the specific causes in the process of collecting and managing social insurance premium.For example,the units responsible for insurance participation and collection are inconsistent,the lack of unified standards in the formulation of collection norms,the lagging informatization construction of social insurance premiums,and the imperfect service facilities of social insurance premiums.Finally,combined with the above content and previous theoretical research,the paper puts forward a plan to optimize the management of social premium collection,including simplifying the process of social premium collection,optimizing the standard of social premium registration and management,optimizing the data collection system of social premium,and improving the service conditions.
