Research On Network Public Opinion Governance Of Local Government Public Crisis Events

With the rapid development of Internet information technology,Internet popularization,popularization,globalization,and intelligence are profoundly affecting and changing all aspects of human social life.At present,during the transformation period of social development,public crises occur frequently,and the Internet makes it easier to intensify and amplify social conflicts and public sentiments.While the development of local governments benefits from the Internet,it is bound to bear the public opinion problems it brings.The emergence of Internet public opinion not only brings the public an opportunity to seek interest demands outside the system,but also exposes the shortcomings of the traditional government management model,which requires local governments to carry out reforms and innovations in order to be in line with modern governance.match.At present,the management of Internet public opinion has become the meaning of governance.In the report of the Twentieth National Congress of the Communist Party of China,it was proposed to strengthen the construction of the all-media communication system and shape a new pattern of mainstream public opinion.How to effectively deal with the Internet public opinion governance of public crisis events is not only a key issue of Internet governance,but also a major issue faced by the current state,government and social governance in the tide of informatization.Taking "10.10 Wuxi Viaduct Overturning Accident" as an example,with the help of crisis life cycle theory,comprehensively using literature analysis method and case study method,this paper analyzes the evolution process of network public opinion and the governance mode of local government under the public crisis event.It can be found that the existing problems in the management of Internet public opinion in local government public crisis events in China are mainly concentrated before the outbreak of Internet public opinion,the early warning and monitoring capabilities are not strong,when the Internet public opinion erupts,the local government responds insufficiently,and after the Internet public opinion erupts,there is a benign relationship with the media and the public.The lack of interaction is due to the deviation of the local government’s governance concept,the weak ability to respond to Internet public opinion,the severe institutional environment of Internet public opinion governance,and the limitations of the Internet public opinion supervision mechanism.Based on the above analysis,for these problems,local governments can improve the ability of Internet public opinion governance in public crisis events from four aspects:updating the cognitive concept of Internet public opinion governance in public crisis events,improving systems and mechanisms,strengthening multiple collaborative governance,and strengthening the security system.
