According to the report of the 20th National Congress of the Communist Party of China,the government’s function should be enhanced while the market’s decisive role in resource allocation is fully exploited.we must persist in building a high-level socialist market economic system to increase momentum.The General Office of the State Council further requires improving the efficiency and fairness of public resource allocation,improving service quality,integrating and sharing platforms,and being unified and open to competition in an orderly manner.However,the public resources trade field is often related to various interest subjects,diverse relations,complex demands and so on.Based on this,this paper makes a research on the supervision of collusion in the transaction of public resources at the grass-roots level and puts forward some corresponding suggestions.Based on the principal-agent theory,rent-seeking theory,government supervision theory,literature research method,empirical research method,interview method and other methods,this paper mainly analyzes the insufficient constraints of the subject and object behavior,the lack of multiple links of the supervision process and the defects of the regulatory guarantee mechanism in the current supervision of the bidding collusion behavior in Y town.From the three levels of regulatory subjects,processes and mechanisms,in-depth analysis to investigate the root causes of their problems,and then put forward specific measures to optimize the supervision mechanism of trading platforms:first,to increase the motivation of supervision subject and object participation;The second is to adjust and optimize the regulatory process;The third is to build a regulatory guarantee mechanism for effective operation.The results of this study provide intellectual support for improving the construction of laws and regulations on grassroots public resources transactions,improve the supervision and management mechanism of bid-collusion,and realize the fairness,justice,openness,efficiency and integrity of the trading market.By introducing cases of collusion in grassroots public resource transactions,this study analyzes the current situation and problems of the supervision of collusion in the process of governance transactions by regulatory authorities,and reflects the application of public management research disciplines in social practice.While standardizing the government’s governance of bid-rigging and bid-rigging,further promote the research on regulatory policies of grassroots public resource trading platforms;Use the knowledge of public management disciplines to analyze the problem of collusion supervision.The application significance of this article is as follows:First,standardize the market trading platform,provide a healthy and orderly trading environment,efficiently and reasonably allocate market resources,and fully compete,which can meet market needs and safeguard social public interests,and promote the economic development of districts and towns.Second,by analyzing the collusion behavior in the transaction process of Y town,the reasons for corruption in grassroots government transactions are discussed,so as to effectively standardize the transaction process,transform government functions and provide high-quality services for all parties to the transaction,so as to reshape a good image for the government.The third is to build a unified public resources trading platform,public resource transactions should be advanced,and project operation should be fair,just and open.Continuously compress the space for rent-seeking corruption and curb the germination of corruption incidents from the source.
