| In recent years,the reform of public resource trading system has been pushed forward one after another,and public resource trading centers have been set up to centralize the management of public resource trading.From the perspective of actual operation,although the transactions are physically concentrated,there are still some drawbacks such as the absence and offside of the supervisory body,the lack of information sharing among departments,and the separate management of the administrative departments It is easy to lead to low supervision efficiency,frequent supervision of rent-seeking behavior,endless issues such as bid-rigging.It is the key to the success of the reform of public resource transaction system to establish the inter-departmental supervision and coordination mechanism of vertical to bottom,horizontal to edge,information sharing and business linkage.From the perspective of Local Government,this paper discusses the establishment and operation of cross-sector supervision and coordination mechanism of public resource transaction.First of all,starting from the basic concepts of public resource transaction and its supervision,combining with synergetics,holistic governance theory,government supervision and so on,the theoretical analysis framework of the collaborative supervision system of public resource transaction is constructed.Secondly,using this framework and taking Guiyang as a case,combining relevant theories with the practice of Guiyang’s regulation of public resource transactions,this paper analyzes the current situation of Guiyang’s regulation mechanism of public resource transactions It is found that the current regulatory mechanism for the transaction of public resources has cooperative difficulties in four aspects: Organization structure,transaction object,transaction process and transaction environment Try to put forward the construction of public resource transaction cross-sectoral coordination and supervision mechanism.This paper studies the regulatory mechanism from the perspective of system theory and puts it under the background that the market plays a decisive role in the allocation of resources.From the perspective of system theory,the supervision system is divided into four dimensions: Supervision Subject,supervision object,supervision process and supervision environment.From these four dimensions,we cut into the construction of inter-departmental cooperative supervision mechanism in public resource transactions This is not only conducive to the deepening of Guiyang’s publicresources trading system reform,but also hopes to provide suggestions for the construction of China’s public resources trading market. |
