Problems And Solutions Of Urban Delicacy Management From The Perspective Of Pluralistic Co-governance

With the rapid economic growth and social development in China,cities are becoming larger and larger,with an increasing population and a more complex structure.This has brought great pressure on urban management,and issues such as "urban diseases" are increasingly prominent.However,the aspirations of the people for a better urban living environment have gradually increased.At the same time,the awareness of public participation in urban management has gradually awakened in recent years,and the traditional "top-down" government command and control based extensive urban management model cannot meet the needs of today’s society.Therefore,implementing urban delicacy management and building a new pattern of urban management based on public participation rights,in which governments,enterprises,social organizations,and the public participate in pluralistic co-governance,is the key to improving the level of urban management,and is also an inevitable topic for cities to achieve sustainable development.This study takes S city as an example.This study analyzes the problems of urban delicacy management from the perspective of pluralistic co-governance,and tries to put forward countermeasures and suggestions.This paper employs the literature research method,survey research method and comparative analysis method,taking S city as an example to analyze the current state and features of urban delicacy management jointly constructed and managed by multiple entities.It summarizes the following issues:first,urban management and law enforcement are not standardized;second,it is difficult to reach a consensus among multiple departments;third,there are drawbacks in the application of information technology;fourth,the management practice process is relatively rough;fifth,the pattern of pluralistic co-governance has not yet been fully formed.The reasons are mainly reflected in the imperfection of the legal and policy system of urban management,the imperfection of the management system and mechanism,the blind promotion of intelligent upgrading and transformation,the weakness of urban fine management and the low degree of participation of multiple parties in urban management.By learning from the experience and enlightenment of the development of relevant cities at home and abroad,this paper proffers the following countermeasures and proposals:first,improve the legal and policy system,second,improve the collaborative governance mechanism,third,further improve the level of intelligence,fourth,refine the assessment and evaluation mechanism,and fifth,comprehensively promote pluralistic co-governance.This paper studies delicacy refined management under the perspective of pluralistic co-governance,and has some innovations in the research perspective.The research conclusions can provide reference value for other similar cities in China.
