A Study On The Role Of The Government Of Kunshan In The Participation Of Local State-owned Enterprises In Public Services

As an important means of state macro-control and national economy,state-owned enterprises play a significant role in promoting central and local economic construction,social public services and cultural construction.As a powerful starting point for the government to promote public services,local state-owned enterprises,a vital part of state-owned enterprises,are the most powerful support and cornerstone for the local government to promote economic development and improve social services.This research mainly based on the practice exploration and the function of Kunshan government in the local state-owned enterprises’ participation in public services.Based on the combination of case study and both Chinese and English literature study,this paper clarifies the status on the government’s role of state-owned enterprises participating in the public service,reveals problems and insufficiencies,and makes the corresponding analysis of the causes to the problem by giving reasonable countermeasures and suggestions.The study found that the local state-owned enterprises in Kunshan have made significant contributions to the evolution of public services in Kunshan.Meanwhile,there are still some practical problems in the whole process,such as unclear demarcation of public services,lack of institution and regulatory imbalance.According to the reasons and analysis,this paper put forward three aspects of countermeasures and suggestions.First of all,the government should guide the direction of the participation of local state-owned enterprises in public services,further clearly divide the types of state-owned enterprises,lead the construction of an inter-departmental information sharing platform,and attach more attention to the publicity of local state-owned enterprises in public services.Second,the government should formulate a standard system related to the participation of local state-owned enterprises in public services,accelerate the construction of the social public service system,improve the social responsibility evaluation system of local state-owned enterprises,improve the public service awareness and operational management level of local state-owned enterprises,perfect their work efficiency and internal governance efficiency.Third,the government should supervise the participation of local state-owned enterprises in public services,build a "trinity" state-owned assets supervision system,strengthen supervisions,achieve classified supervision,improve social supervision and broaden the channels of public opinion expression.
