Our public welfare state-owned enterprises act a momentous part in the social public service field,such as provide public services,supply public goods,promote social welfare maximization and equalization and ensure people's livelihood.It fills a vacancy for government's public service functions.It has played a big role in improving government's public service level and efficiency.However,there are still many problems affecting public service of public welfare state-owned enterprises.Therefore,this thesis centers on the countermeasures of strengthening public service functions of public welfare state-owned enterprises from the view of administration.First of all,from the nature,characteristics and development of public welfare State-owned enterprises and national policy analysis,Summarizes the role of public service and the research situation and trend at home and abroad,Defining and presenting key concepts of public welfare state enterprises and public services,analyzing the necessity of strengthening the public welfare state-owned enterprises' public service function from keeping society stable and protecting fair,accelerating enterprise development,deepening reform and strengthening the executive abilities of the communist party and so on aspects.Second,summarizing the present situation of public service about public welfare state-owned enterprises from provision of public services and products,building service-oriented government,safeguard national infrastructure construction,research the low willingness of public services,the conspicuous questions between service cost and efficiency,the serious administration and benefit game and the insecure of state assets apply the theory of public administration and public economics.And then analyses the cause behind above problems.Finally,studying the ways and methods of strengthening public service function of public welfare state-owned enterprises combines with our country's orientation and reform direction of public welfare state-owned enterprises from raising awareness,perfecting the supervision measures,intensify the corporate governance and so on aspects,and then come up with several general tactics and suggestion for strengthening public service functions of public service enterprises,such as clarifying the public service nature of public welfare state-owned enterprises,strengthen public service willingness,perfecting legislation and policies,building-up an examination and stimulate methods,establishing the "trinity" supervision mechanism of enterprise and government and people,exploring the public service grading management system of public welfare state-owned enterprise,mending the innovation space of the enterprises of the composite-ownership system,increasing the public service information disclosure,force the space of the party affairs' building.All that will provide a useful reference to perform good public service functions for public welfare state-owned enterprises in the current and future.
