For grassroots administrative management,due to the service characteristics of managerialism and less involvement in macro factors such as ideology and political system,it provides a relatively broad policy pilot area for central and local governance innovation.A series of reforms,ranging from "decentralization,management and service" to "strengthening and expanding the power of towns",have gradually formed reforms with "administrative licensing,comprehensive law enforcement,and government services" as the core.The levels involved in grassroots reforms often hover above the grassroots level,while empowerment and empowerment often fall behind grassroots post offices,lacking institutional changes to the integrity of the grassroots administrative management system.Frequently,the dilemma that the previous round of reform is being explored and the next round of reform is under pressure has led to longterm reform and adjustment at the grassroots level,operating in an immature operating system.This overly intensive reform pilot will lead to difficulties in adapting to grassroots work,and there is a problem of strengthening the cohesion of administrative absorption and governance structures.The administrative absorption of street autonomy has gradually strengthened the territorial management attribute of the street hierarchy,and the street service function has undergone significant displacement and dissolution.The downward movement of power has strengthened the stickiness of the governance structure and blurred the ownership of power and responsibility as a de facto grassroots multi organization cooperation,resulting in issues such as unclear power and responsibility and unclear boundaries.With the deepening of various reforms,urban streets still face problems such as unequal power and responsibility,insufficient resource supply,and poor governance effectiveness.The root cause lies in the imbalance in the power structure at the grassroots level.This article focuses on the actual reform process of urban streets,using literature analysis and interviews to describe the practical results of the "three integration" reform at the grassroots level in Weiting Street,Suzhou.Using the theory of government power,this article constructs a "power efficiency" framework,and analyzes the mechanism,effectiveness,and dilemma of Weiting Street’s empowerment and empowerment in the "three integration" reform.The study found that the reform of empowerment and empowerment in Weiting Street has achieved considerable results,but there are also significant integration gaps.In reality,it also faces difficulties such as resource downward movement and suspension,delayed dynamic adjustment of rights and responsibilities,lack of overall capacity to undertake,and a trend towards dynamic responsibility avoidance.The preliminary conclusion of this article is:In the current exploration and practice of power expansion,decentralization,and consolidation in the reform of the street system,the "three integrations" reform at the grassroots level strengthens the integrated governance effect by promoting a downward shift in the focus of governance,empowering territorial management,and moderately shifting power to restructure the reform system of grassroots organizational relationships.The reform of urban street governance should focus on "empowerment and empowerment",with the focus on creating an overall government,that is,promoting the operation of the administrative system by deepening the degree of internal linkage within the administrative system.In addition,the sustained and stable factors of urban street governance reform are grassroots civil servants,and the supportive enabling factor is the stock of digital technology.Based on the above,the future approach to deepening the reform of urban street governance lies in strengthening top-level design efforts,eliminating existing institutional barriers,focusing on power regulation and capacity development,and fully promoting empowerment and governance empowerment at the grassroots level;Shaping multiple governance entities,constructing a multi center network governance pattern,and promoting grassroots governance from integration to linkage governance;Respond to reform needs with a service concept,stabilize reform results with grassroots civil servants,and empower the reform process with digital technology.
