| In poverty alleviation,grass-roots cadres are an important part of the civil service.As the actual executors of the Party and the state’s policies,grass-roots cadres directly face the public,and the issues they encounter are complex and specific.Long-term engagement in front-line work can easily lead to negative poverty alleviation participation behaviors(PAPB),which is important to the victory of poverty alleviation.One of the most important factors affecting the PAPB of the grassroots cadres is the public service motivation(PSM).Therefore,this paper analyzes how PSM of grassroots cadres affect their PAPB,and then provides empirical data for promoting the PAPB of grassroots cadres,so as to promote the realization of common prosperity from the talent side.This paper firstly defined the concept of PSM,PAPB,and grassroots cadres,based on the theory of planned behavior,PSM theory,and self-determination theory.Secondly,this paper constructed a research model of PSM and grassroots cadres’ participation in poverty alleviation,and compiles a scale with reference to existing literature.Thirdly,this paper used linear regression to verify the relationship between PSM and PAPB.The study found that the PSM of grassroots cadres has a correlation with poverty alleviation participation behavior,which indicates that the higher the level of PSM,the higher the PAPB.Finally,this paper put forward policy suggestions for optimizing the participation of grassroots cadres in poverty alleviation.Based on the effect of PSM on PAPB,in order to improve the intention of grassroots cadres to participate in poverty alleviation,the following measures should be taken:highlighting political leadership and strengthening grassroots party building;broadening promotion channels and paying attention to the demands and difficulties of grassroots cadres;optimizing the selection system,strictly controlling the entrance of the grass-roots cadre team;innovating the training method and establishing a more scientific training system;strengthening incentives,optimizing and improving the compensation and benefit mechanism. |
