Two-wheel electric vehicle(EV)is a kind of two-wheel electricdriven or electric-assisted transportation tool which has a low access threshold,flexible and convenient,low-carbon and environmentally-friendly.As an important part of the entire transportation system,EVs facilitate alleviating traffic congestion and providing green means of short-distance travel,however,its huge quantity and complex categories have brought a number of problems to new modern public management,which involves production and sales,traffic safety,fire hazards,urban management and defense,urban appearance and environmental protection and so on.Many of the violations against rules and regulations are directly related to public safety.For now,the management strategies for two-wheel EVs in various cities in China can be divided into three types:“Guide”,“Prohibit” and “Wait-and-See”.The social acceptance and implementation effect of the policies of various places are of not satisfactory.Research ideas:Based on the current research and management situation,raises the basic theoretical assumption: “Collaborative governance is applicable to the management of two-wheel Evs”,then it verifies the authenticity of this assumption through field research,and points out the causes of problems and proposes countermeasures to optimize management based on the collaborative governance SFIC model.The research on the collaborative governance of two-wheel EVs is of vital practical significance to optimizing local policies,establishing a complete management system,ensuring people’s right of way to travel,building a fine travel environment,and the practice of collaborative governance theory in public transport management.Field research obtained relevant basic data of two-wheel EVs,including EV characteristics,their use characteristics,rider characteristics,policy satisfaction and intention to participate in governance,by employing the questionnaire method.After determining the effectiveness of the obtained data through reliability and validity analysis,the relevant characteristics of the research subjects are gained through cross statistics and classified statistics,and then the basic theoretical assumption is validated through the correlation analysis of SPSS,which provides a practical basis for obtaining the causes of management problems and optimizing management means in the subsequent.Combined with SFIC model,it is obtained that the main causes of the management problems of two-wheel EVs are “lagging policy,deviated guidance,complex external environment”,“insufficient facilitative leadership,unreasonable system design”,and “single and simple management means,lack of benign collaborative governance cycle”.In the end,countermeasures to further optimize the management of two-wheel EVs,including“optimizing policies and regulations”,“building diversified management”,“enhancing inter-departmental linkage” and“establishing long-term mechanism”,are put forward against the causes of the problem within the four elements of starting conditions,system design,facilitative leadership and collaborative process. |
