Law Enforcement Dilemma And Solution Of Forest Public Security Bureau In Hulunbuir A City

With the importance of ecological construction in China,the function of forest public security is also highlighted day by day.As a law enforcement team to protect the national ecological security and maintain the stable order of production and life of forest residents,forest public security is the main body of the construction of sustainable development strategy.In order to improve the administrative efficiency of the forest public security and reduce the cost of law enforcement,the reform of the forest public security system was carried out nationwide in 2020.The former "dual management" of the forest public security bureau under the forestry department and the public security department was reformed into the comprehensive management of the public security department.Taking the forest police in a city of Hulunbuir,Inner Mongolia as an example,the law enforcement team of the forest police faced new environment,new challenges and new changes in the process of law enforcement,which seriously affected the law enforcement efficiency and work enthusiasm of the forest police.Compared with the complicated work content of the public security,the functional departments have not invested enough time and poor effect in the construction of law enforcement guarantee,solid law enforcement foundation and publicity of law enforcement basis after the reform of the forest public security system,which has attracted great attention from government departments at all levels.At present,the forest police in each province and city has completed the system reform work,but the reform mode is not the same.The "ecological comprehensive law enforcement team" set up by forest police in Jiangxi Province and the "vertical management" model of forest police in Hainan Province are the typical representatives,which provide experience and reference for solving the predicament of forest police law enforcement.However,due to the different law enforcement environment of forest public security teams in different provinces and cities,different law enforcement problems occur,resulting in a set of unified standards,replicability,strong execution of the solution to implement.From the perspective of grassroots forest police,this paper takes the reform of forest public security system as the background,combined with the actual law enforcement situation of a city forest Public Security Bureau and local forest station law enforcement brigade in Hulunbuir,Inner Mongolia to analyze.Taking the law enforcement situation of a city’s forest public security bureau at the present stage as the investigation sample,the author sums up the problems existing in a city’s forest public security bureau,such as unclear law enforcement rights and responsibilities,poor development of law enforcement teams,and weak legal awareness of law enforcement objects.According to the main body analysis method,dimension analysis method and other ways to analyze the causes,summed up the objective environment,institutional system,management inertia,regional characteristics,supporting connection,core level will six reasons.Based on the theory of "street bureaucrat" in public management,this paper explores "two perspectives,three levels and six dimensions" by combining Jiangxi Province’s "ecological comprehensive Law enforcement team" and Hainan Province’s "vertical management" system from the theoretical level.The subjective and objective perspective of improving law enforcement mode and honing law enforcement ability;To improve the law enforcement links,explore the training mode,the implementation of law enforcement norms of the three levels of strength;In order to promote department union,complete the construction of law enforcement team.Improve the efficiency of law enforcement by improving rules and regulations.To stipulate the training target,explore the personnel training mode.Vertical management system to optimize the administrative law enforcement process.To standardize the law enforcement authority,strengthen the comprehensive law enforcement effect.In order to refine the evaluation criteria,improve the quality of law enforcement objects these six dimensions put forward more suitable for Hulunbuir forest Public Security Bureau system reform after the law enforcement methods.It plays a certain role in promoting the construction of forest police law enforcement team and the development of local forestry resources.,on the other hand,the author by taking the interpretation of the Angle of the basic-level police forest public security police law enforcement status before and after system reform,during the four years working experience with postgraduate courses learning theory knowledge,for reform after the consciousness of the forest public security law enforcement team construction,job requirements,train their own quality research to provide the reference basis.At present,the law enforcement dilemma faced by forest public security is also the challenge faced or will be faced by other law enforcement departments in the institutional reform.When the law enforcement team is faced with a new situation,new members and new identity,it can learn from the rational thinking and clear cognition in the process of forest public security reform,and completely abandon the previous closed thinking mode and complex work system.Looking forward to the hulunbuir city forest public security after the reform,the active play to subjective initiative to resolve the enforcement in dilemma,innovation law enforcement methods,incorporated in the system reform,actively refining and improve the content of forest public security law enforcement and law enforcement basis and realize the maximization of the interests of forest public security system reform,Let the law enforcement team of forest public security constantly strengthen its ability to protect the green border defense line,and provide reference for the institutional reform of other functional departments.
