Study On Development Of Non-public Forestry In State-owned Forest Zone Of Heilongjiang Province

In the development of our country's social economy, the private-owned economic composition has more and more been an indispensable economic force. Participating of private-owned forest in forestry economic construction and ecology environment protection cause is the concrete practice and conspicuous achievement of our country's forestry reform and opening policy, and is also a not slighting important strength of our forestry construction and ecology environment protection cause in the new century. But, for a long time, our country's state-owned zone has been used forest management style of planned economy time, the single management form with public-owned forestry as the main body caused the forestry' economic benefits low and caused the situation that non-public forestry developing lagged. With our country's economy and polity system going deep into reform, it has broken the phase of state-owned economy uniting all things, how the state-owned forest zone of Heilongjiang Province to adapt this kind of transition, and to effectively develop the non-public forestry in reform, and to promote the economy of forest zone to keep up with the paces of national economic development, relate the future prospect of our forestry. How the state-owned forest zone of Heilongjiang Province to carry on the reform of forest resources management fashion and how to develop non-public forestry have been a problem which must be solved in forestry development.This dissertation, according to the forestry economic management and the current situations, characteristics of non-public forestry in state-owned forest zone of Heilongjiang Province (forestry industry) and use the relevant research of the foreign private-owned forestry for reference, will propose the theory base of non-pubic forestry development in state-owned forest zone of Heilongjiang Province, and will carry on the deeply research to the existing obstacle in non-public forestry development, and will put forward the pertinence development countermeasures and steps.Through the existent problem analysis in the process of non-public forestry development in state-owned forest zone of Heilongjiang Province, and the exploration of non-public forestry management form, and the proposing of correspond countermeasures, which will have important instructional significance that state-owned forest zone of Heilongjiang Province develops non-public forestry, and at the same time which will have the reference significance in order to promote the reform of state-owned forest zone, realize the diversification of forestry management form and improve the forestry management benefits.
