Township Grassroots Organizations Under The Background Of Normalization Of Epidemic Prevention Research On Grid

With the normalization of the prevention and control of COVID-19 epidemic,the research on grid management in the context of epidemic situation has attracted extensive attention of scholars.At present,the research on grid management in the context of epidemic situation prevention and control mainly focuses on the field of urban communities,while the research on grid management of rural grassroots organizations in the context of epidemic situation is relatively small,The grid management of rural grass-roots organizations in the context of the epidemic has an important impact on the security and stability of rural areas and the effective implementation of the national rural revitalization strategy.In view of this,this paper takes the grid management of Z Township,H County,Jiangxi Province under the epidemic background as the research object,and uses interviews,questionnaires and other methods to sort out the current situation of grid management in Z Township under the epidemic prevention and control background.It finds that the grid management team is weak,the collaborative governance capacity is insufficient,and the information governance capacity is the three major problems of grid management in Z Township.Then,based on the grounded theory,the factors involved in the problems such as the weakness of grid management team,the lack of collaborative governance ability and the lack of information governance ability are put forward from the interview materials,and the interaction relationship between the factors involved in the problems such as the weakness of grid management team is quantitatively analyzed with the DEMATEL method,and the cause factors leading to the problems are determined through the cause degree indicators of each factor.The results show that six factors,including "unstable personnel","imperfect assessment system","lack of relevant training","weak willingness of residents to participate actively","imperfect salary system" and "difficulties in introducing personnel",are the main reasons for the weakness of the grid management team in Z Township.;Four factors,namely,"poor communication between grid and functional departments","lack of effective management measures for qualified personnel in departments","weak willingness of enterprises and other social subjects to participate",and "lack of understanding of grid governance by enterprises and other social subjects",are the reasons for the lack of grid collaborative governance capacity in Z Township;Six factors,including "lack of intelligent data collection terminals","low information literacy of grid members","inadequate system construction","lack of technical personnel","lack of coordination with communication departments" and "low information literacy of residents",are the reasons for the lack of grid information governance capacity in Z Township.ISM method is used to analyze the hierarchical structure of the factors that cause each problem.Finally,on the basis of the cause factors of each problem and the hierarchical structure of the cause factors,the paper proposes the grid management improvement strategy of Z Township under the epidemic situation.
