| In recent years,with the rise of China’s economic level.people’s expectations for a comfortable and pleasant living environment have also been raised.As an important carrier,the old community carries a huge population base of the city.It is an arduous and urgent task to improve the overall appearance of the community through the improvement and transformation of supporting facilities.In reality,the transformation process of the old residential area is tortuous,and the subsequent management subject is out of place and confused,which makes it difficult to maintain the effectiveness.In fact,it is the conflict caused by the uneven distribution of interests among the government,enterprises and residents.Jianghai New Village,Liangxi District,Wuxi City,was recognized by most residents after transformation in 2021,and was selected as a municipal demonstration community.However,the common problems in the transformation of old and old communities,such as the delay of construction period,the disorder of construction site,the incomplete transformation content,and the difficulty of residents’ mediation,are still noteworthy,and the case is representative.Because of ignoring the far-reaching impact of the subjective initiative of "people" on the transformation results,we should explore the relationship between different positions and conflicts.In the survey,the research methods such as case analysis and interview were used to discuss the respective demands and typical conflicts of stakeholders involved in the transformation of three old residential areas,namely,the government,enterprises and residents,with Maslow’s demand theory,stakeholder theory and game theory as theoretical references.The reasons for the conflict were analyzed as follows:the formulation of transformation policies was lack of flexibility,the concept of each participant was outdated,and the coordination mechanism was not yet mature Lack of follow-up management.Subsequently,it found the balance of interests of the three parties and proposed countermeasures to resolve the conflict,including defining the transformation leading department,timely feedback on the implementation of the appeal guarantee policy,improving the coordination mechanism to encourage the active participation of residents,and the property management unit needs to provide quality services to improve residents’ satisfaction,so as to promote the smooth implementation of the transformation of old residential areas,and finally achieve a good governance of the refined management of residential areas.The reconstruction of old residential areas is not only an important way to improve the community living environment,but also an opportunity to build a community governance system of "co construction,co governance and sharing".It is believed that in the future practice,the main body of the old community transformation will be committed to improving the willingness of residents to participate,strengthening the active cooperation of functional departments,building a stable multi stakeholder exchange platform,so that the good cooperation relationship can be extended to benefit more community residents. |
