Research On The Safety Governance System Of Online Car-hailing From The Perspective Of Actor Network Theory

As a new form of transportation service in the digital age,online car-hailing is gradually changing the way people travel.However,with the rapid development of the online car-hailing industry,the high incidence and frequent occurrence of incidents and accidents have aroused widespread concern in the society.How to solve the problem of online car-hailing safety governance and improve its governance level has become an important research topic in the academic community.Based on the perspective of Actor Network Theory,combined with literature research methods,interview methods,etc.,this research analyzes the actor structure and "interest connection points" of the online car-hailing safety governance system,and exploration of the translation process of the actor network,build a dynamic car-hailing safety governance system with public safety as the connection point,and implement it in the operation mechanism.Examine the overall history of the regulatory development of my country’s online carhailing industry,including the period of non-regulation,strict restriction,and prudent regulation.Currently,the security risks in the online car-hailing industry mainly include personal safety risks,property safety risks,privacy safety risks and traffic safety risks.How to manage carhailing safety issues? The existing academic achievements still have imperfect and to-bestudied parts.On the one hand,the car-hailing safety management system has not yet been formed,and on the other hand,the main resources have not been deeply explored,and the duality has not yet been broken.This topic introduces actor network theory to carry out research on the safety governance of online car-hailing.The actor network theory takes "realizing the safety of online car-hailing" as its purpose and value orientation,combining government departments,online car-hailing companies,social forces,drivers and passengers,laws and regulations on car-hailing governance,and safety technology and other actors.This research deeply excavates the subject resources,which is of positive significance for constructing a complete online car-hailing safety governance system.In the online car-hailing safety governance system,various actors through the coordination of interests,connected into a complex network relationship for collaborative governance,and realize the five links of "translation" of Problematization,Interessment,Enrollment,mobilization and Dissidence.Find a balance between economic interests and public safety,social benefits and public safety,and personal privacy and public safety,and finally realize the dynamic balance of the operation of the online car-hailing safety governance system.Regarding how to realize the good operation of the car-hailing safety governance system,implement specific measures in industry practice.First,strengthen the horizontal collaboration and vertical adjustment between government departments;second,strengthen the self-regulation of car-hailing companies with safety as the bottom line;Third,both drivers and passengers need to strengthen their safety awareness;fourth,promulgate highly targeted and practical laws and regulations;fifth,strengthen technology research and development,and improve platform security functions;sixth,in-depth exploration of the online car-hailing industry Safety issues have forced industry safety reforms.
