| With the continuous emphasis on the modernization of the national governance system and governance capacity and the strategy of rural revitalization,how to make the countryside rejuvenate new vitality and vitality has become an important proposition for the exploration of rural governance.In an environment where the rural revitalization strategy is in full swing and grassroots governance is constantly seeking new governance models,what is the feasibility of returning new villagers to participate in rural governance,and what is the logic of its operation?What difficulties arise in the process of participating in governance,and how to solve these problems,are all the contents of this article.Based on the theory of rural governance and rural revitalization,this paper argues that the new village sages who return to their hometowns follow the logic of embedding theory in the process of participating in rural governance,and realize their own governance subject value through three main forms:identity embedding,capital embedding and value embedding.Firstly,this paper analyzes the difference and connotation between the "returning new village sage" and the traditional "village sage",and argues that there are differences between the two in terms of spatial field,social connection and era characteristics.Taking Y Town in Henan Province as the research site,this paper selects ten returnees to their hometowns as the research objects,and divides the specific forms of their participation in rural governance into four categories based on their different types of actual governance roles,namely,participating in grassroots governance by becoming a formal governance force,developing industries to help rural revitalization,rallying rural governance forces to build beautiful villages,and coordinating neighborhood conflicts to build harmonious villages.Through the analysis of the cases,it is found’ that in the process of participating in governance,the returning new village sages face difficulties such as the exclusion of the traditional governance system,the inability to give full play to the role of industrial inclusiveness,the prejudice of the people,it is difficult to obtain understanding and support,and the lack of selfconstruction.Then,through the analysis of the reasons for the difficulties encountered by the returnees to participate in rural governance,it is found that in the process of realizing rural governance innovation and rural revitalization,the governance behavior of the returning hometown to the new country sages lacks targeted institutional design,its own role is ambiguous,the development of factory enterprises as the main carrier of governance resources lacks policy support from relevant departments,the governance behavior lacks cultural heritage recognition,and the talent team cannot maintain stability,which has a limiting effect on the governance effect of the returning hometown to the new country sages.Therefore,in order to improve the governance efficiency of the returning new villagers,it is necessary to start from the level of strengthening institutional guarantees,building the cultural identity of the villagers,and enhancing the governance capabilities of the returnees.Based on this idea,this paper puts forward some suggestions to try to provide ideas and inspiration for returning new village sages to participate more deeply in rural governance,hoping that more and more returning new village sages will invest in the promising platform of the countryside,jointly build and share beautiful villages,and realize rural revitalization. |
