Research On Policy Coordination In Community Correction In City A

Community correction is a way of non custodial criminal execution.It is an important system to promote the modernization of national governance system and governance capacity.Since the pilot of community correction in 2003,China has received 5.37 million community correction objects,lifted 4.73 million correction objects,and the recidivism rate of community correction objects during the correction period is 0.2%,which has played a good social effect.The achievement of this effect is inseparable from the close cooperation between various departments in the work.This paper mainly combs the current community correction work in City A,analyzes the existing problems and reasons,summarizes the current situation and difficulties of policy coordination in community correction work in City A,and puts forward the construction of policy coordination mechanism in community correction work under the background of the promulgation of community correction law.Firstly,this paper uses the literature research method to summarize the related problems of community correction work and policy coordination at home and abroad,and then expounds in detail some basic concepts and basic theories used in this paper,such as community correction,policy coordination and policy implementation.The policy coordination mentioned in this paper is not a macro and static concept,It involves the collective action and interactive process of multiple subjects.Next,based on the actual work of City A,through case study and field investigation,we consulted the archived data,and conducted questionnaire survey and in-depth interview with the staff of community correction.Here,we recorded three typical cases and marked the conflict points,In order to better study the causes of the problems existing in the community correction work in City A and put forward the corresponding feasible countermeasures,it lays a good foundation.The multi task nature of community correction work makes its work involve many departments.In the process of field investigation,in addition to visiting the Judicial Bureau,procuratorate,court,Public Security Bureau,Education Bureau,Civil Affairs Bureau,human resources and Social Security Bureau,it also collected data from some grass-roots stations and participating social organizations.On this basis,the practice in the process of community correction in City A is repeatedly verified and analyzed,and the problems such as insufficient work power,poor information exchange,different operation specifications,unclear assessment,reward and punishment and weak collaborative culture are obtained.At the same time,using the comparative analysis method,combined with China’s more mature "Beijing model","Shanghai model" and other advanced regional practices,this paper puts forward suggestions on improving the policy coordination in the community correction work under the background of the new law,mainly from the five aspects of motivation,communication,daily operation,incentive and cognition,Jointly promote the standardization and legalization of community correction.
