Development Status And Path Selection Of Beijing-Tianjin-Hebei Collaborative Innovation Community

The report to the 19th CPC National Congress pointed out that innovation is the primary driving force for development and the strategic support for building a modernized economy.The Report to the Party’s 20th National Congress further clarified that science and technology are the primary productive forces,human resources are the primary resources,and innovation is the primary driving force.We must open up new areas and tracks for development,and constantly create new drivers and strengths for development.Under the development background of the new era,innovation is constantly endowed with new connotation and mission.In keeping with the trend of national modernization,innovation has always been the primary driving force of The Times,the core factor determining regional economic growth,and the "power engine"shaping new drivers and advantages.The Beijing-Tianjin-Hebei region is the most dynamic and potential region in the national development strategy.It is an important source of China’s independent innovation and the main source of original innovation.The construction of the Beijing-Tianj in-Hebei Collaborative Innovation Community shoulders the innovative mission,task and demand of national and regional development in the new era.Therefore,accelerating the construction of the Beijing-Tianjin-Hebei collaborative innovation community is a key measure and an important focus for the three regions to play a game of chess.This paper constructs the Beijing-Tianjin-Hebei collaborative innovation community system from the perspective of innovation ecosystem theory.Innovation ecosystem is an economic community with symbiotic relationship.It is reasonable and scientific to introduce it into regional development.First of all,this paper reviews the research status of collaborative innovation community at home and abroad,and expounds the theory of innovation ecosystem and the concept of collaborative innovation community,which lays the theoretical foundation of this paper.Secondly,based on the theoretical connotation and system elements of innovation ecosystem,five subsystems of innovation resource,innovation subject,innovation environment,innovation input and innovation output are extracted to construct the eco-system of Beijing-Tianjin-Hebei collaborative innovation community,and the evaluation index system of regional innovation capability is constructed based on these five dimensions to analyze the current situation of regional innovation development.According to the data results,13 cities were divided into three types of innovation development by using the hierarchical clustering analysis method,and the ArcGIS10.6 software was used to present the spatial distribution characteristics of innovation capability of 13 cities in the region.Finally,by referring to the experience and development mode of the collaborative innovation community of urban agglomerations abroad,the paper puts forward the path selection for the construction of the Beijing-Tianjin-Hebei collaborative innovation community.Create a regional collaborative innovation environment;Improve the conversion rate of innovation achievements;Optimize the allocation of innovation resources;We will increase investment in innovation.
