Compound Management Of Occupational Risk Of Traffic Police

Traffic police is an important kind of police in China’s public security organs,which undertakes important functions such as investigating and dealing with road violations,rectifying traffic order,handling traffic accidents,publicizing traffic safety,managing motor vehicles and drivers,and planning traffic facilities construction.In recent years,with the rapid development of China’s economy and society,the number of motor vehicles and drivers has doubled,which has caused the traffic police’s work tasks to continue to increase and the work pressure to continue to increase.The subsequent occupational risks such as business casualties and occupational disease damage have caused serious damage to the traffic police and public security traffic management departments,affecting the improvement of traffic police’s law enforcement efficiency and quality.Through literature retrieval,combing and analysis,it is found that there are few research results on traffic police’s occupational risk management in China’s academic circles at present,and they have not been widely concerned.However,the current severe occupational risk situation urgently needs to establish a complete system of traffic police’s occupational risk management.Sorting out the current situation of traffic police’s occupational risk,finding the dilemma in the process of traffic police’s occupational risk management,analyzing the causes of the dilemma,and exploring the path to break through the dilemma of traffic police’s occupational risk management are conducive to minimizing the possibility and degree of injury caused by occupational risk to traffic police and public security traffic management departments,helping to build and improve the traffic police’s occupational risk management system,and are of great significance for improving traffic police’s law enforcement efficiency,ensuring people’s travel safety,better serving the overall situation of economic development,and promoting the modernization of national governance system and governance capacity.Taking P County in Shandong Province as an example,this study found that there are four types of occupational risks in traffic police in P County,including safety risk,health risk,liability risk and reputation risk,and the situation of occupational risks is not optimistic.In recent years,although the traffic police brigade in P County has taken various measures to control occupational risks,there are still some governance dilemmas,such as inadequate rights and interests protection system,unscientific performance appraisal system,insufficient police force to limit their functions,weak risk awareness of some traffic police officers,and insufficient public participation in governance.In order to effectively reduce the probability of occupational risks,reduce the harm of occupational risks to traffic police,and break through the real dilemma in the process of occupational risk management,this study attempts to construct a theoretical analysis framework of composite management of occupational risks for traffic police based on the theory of composite management and risk management,and analyzes the causes of the dilemma of occupational risks management for traffic police according to this framework.This paper explores a compound governance path of traffic police occupational risk,which is led by government departments,promoted by public security traffic control departments,self-defense and self-control of traffic police and rational participation of the public,and provides reference for the construction of traffic police occupational risk governance system.
