Research On Personal Data Rights Protection Strategies From The Perspective Of Digital Government Governanc

In the context of the continuous development of digital technology and digital economy,the value of personal data is more prominent,and at the same time,the occurrence of personal data rights violations such as excessive illegal collection of personal data,disclosure of personal data,excessive analysis of personal data,abuse of personal data,data illegal trading also follows.As the main body to ensure the realization of individual rights,the protection of personal data rights has brought great challenges to digital government governance.At present,the protection of personal data rights has also become an important aspect of digital government governance,but there are some deficiencies in the protection strategy of personal data rights of our government.Therefore,it is urgent to optimize the protection strategy of personal data rights in our country to prevent the infringement of personal data rights.From the perspective of public management,this paper analyzes the mechanism of infringement of personal data rights,and then uses typical cases to analyze the nature and multiple causes of infringement of personal data rights.Next,it summarizes the current practice of personal data rights protection in China,explores and analyzes the existing difficulties,and then analyzes and compares the protection models of personal data rights in the European Union and the United States.Finally,based on the collaborative governance theory,digital governance theory and the inspiration from the personal data rights protection model in Europe and the United States,the paper proposes a government-ledmultiple collaborative personal data rights protection strategy.The core is to take the government,social organizations,enterprises and individual citizens as the collaborative subjects.Specifically,from the aspects of government data gov ernance,social organization participation,industry self-discipline,personal data right protection awareness,digital technology means,legal system construction,the appropriate personal data right protection strategy is proposed.
