| Government performance management emerged with the new public management movement and was introduced into government management as a management tool.Compared with developed countries,the development of government performance management in China starts late and lacks theoretical and practical experience.In order to adapt to the development of the market economy and improve the efficiency of government administration,government performance management has gradually received attention.With the advancement of the modernization of the national governance system and governance capacity,higher requirements have been put forward for government performance management.The report of the 20th National Congress of the Communist Party of China pointed out that:better play the role of the government,optimize the system of government responsibilities.Government performance management is an important institutional arrangement for improving government efficiency and service levels.As an important component of the state power organs,local governments are the "key hand" of the central and higher level governments in implementing national policies,and are a broad and close link with the people.Their effectiveness and governance capabilities are closely related to social development and progress,as well as the living needs of the people.Strengthening local government performance management is conducive to improving the level of government management,strengthening public participation,and promoting the modernization of government governance.By studying local government performance management,mastering the status of government performance management,analyzing the problems and causes in the process of government performance management,and proposing corresponding improvement measures,it is of great significance to optimize the level of government performance management and improve the governance and service capabilities of local governments.Based on the above background,from the perspective of government performance management,taking Heihe City,Heilongjiang Province as the research object,based on Aggis performance management theory,management by objectives theory,new public service theory,and principal-agent theory,this paper defines and sorts out concepts and related theories such as performance,performance management,and government performance management,using comprehensive research methods such as literature research,questionnaire survey,comparative analysis,and system analysis,The research conducted on the current situation,existing problems,and causes of performance management in Heihe Municipal Government reveals that there are problems in the performance management process of Heihe Municipal Government,such as the imperfect performance indicator system,low transparency of the performance management process,the single structure of the performance evaluation body,the incomplete implementation of the performance evaluation results,as well as the causes of the lack of performance indicator system design,the lack of performance information disclosure,the lack of external evaluation body participation,the imperfect feedback mechanism of the results.Summarizing the beneficial experience of government performance management in foreign countries such as the United States,the United Kingdom,Singapore,Korea,and domestic cities such as Qingdao,Hangzhou,Lanzhou,Xiamen,and combining the actual situation of Heihe City,this paper proposes countermeasures and suggestions to optimize the government performance evaluation index system,strengthen the openness of the government performance management process,strengthen the construction of multiple government evaluation subjects,and improve the feedback mechanism for the use of performance results,with a view to solving the existing problems in Heihe City’s government performance management Provide reference for improving government service level.At the same time,it will enrich practical cases of performance management in prefecture-level municipal governments,promote mutual learning among similar governments,improve the level of government performance management,and accelerate the modernization of government governance. |
