| On October 16,2022,General Secretary Xi Jinping delivered an important speech at the 20th National Congress of the Communist Party of China,putting forward the important instructions of "promoting the all-round development of mass sports and competitive sports and accelerating the construction of a sports power" in the Report,pointing out the direction for the future development of China’s sports industry.In recent years,the athlete team in Heilongjiang Province has been continuously expanded,and the number of grassroots athletes,outstanding athletes and college athletes has increased significantly,which not only benefits from the vigorous development of domestic competitive sports,but also relies on China’s continuous improvement of athletes’ disability protection mechanism.At this stage,although the framework of the athlete disability insurance system in Heilongjiang is relatively complete,there are still shortcomings in the process of policy implementation,such as narrow coverage and weak capacity of grassroots athletes’ disability insurance,single fund raising channels,and mismatch between supply and demand of sports commercial insurance.Therefore,understanding the current situation of athletes’ disability protection in Heilongjiang Province and proposing targeted implementation measures can provide theoretical support for the improvement of China’s athletes’ disability security system.Based on the hierarchy of needs theory,welfare pluralism theory,relative deprivation theory and social support theory,literature research method,questionnaire survey method,mathematical statistics method and other research methods were used to conduct field research on 272 trial athletes and professional athletes in Heilongjiang area.The basic situation of athletes’ disability insurance in Heilongjiang Province is described from five aspects:athletes’disability,policies and regulations,insurance status,fund use and prevention and rehabilitation mechanism,and according to the survey data,it is revealed that Heilongjiang Province’s athletes’ disability protection has problems such as difficulty in implementing policies,relying on the government for funds,limited protection capacity,low cost performance of commercial insurance,and insufficient injury and disease prevention and rehabilitation.In-depth exploration to understand the reasons for its formation,mainly including insufficient effectiveness of policies and regulations,single fundraising channels,single types of protection,insufficient supply in the sports insurance market,and serious thinking of emphasizing rewards over protection.A binary logistic regression model was constructed to further explore the influencing factors of athletes’ disability insurance participation in Heilongjiang,and after screening non-significant factors by stepwise regression method,five significant factors affecting athletes’ participation in disability insurance were obtained,including athletes’average monthly income,sports engage,number of injuries in the previous year,and knowledge of disability insurance policies.Referring to the experience of relevant athlete disability protection systems in the United States,Japan,Germany and South Korea,as well as the useful experience of Jiangsu,Liaoning,Jilin and Guangdong provinces in China,the experience of cultivating professional sports insurance talents,developing disability medical services at multiple levels,establishing special athlete insurance laws and optimizing disability prevention and rehabilitation work is derived.On this basis,specific countermeasures such as improving the construction of the legal system for athletes’ disability protection,enhancing the level of athletes’ income competition,reasonably setting rates and developing targeted insurance products,increasing investment in disability security funds,establishing disability databases,and improving the level of medical services are put forward,in order to provide theoretical reference for improving the disability protection capacity of athletes in Heilongjiang,strive to lay a solid foundation for the healthy development of sports,and promote the sports industry to achieve new breakthroughs in the new era and new’ normal. |
