In recent years,with the further development of the Internet of Things,cloud computing,artificial intelligence,blockchain and other new generation information technologies,data governance has become a necessary means to build an intelligent government.The construction of smart government involves many aspects,wide and complex contents.Although the construction capacity of smart government in China is improving step by step,there is still a certain distance to fully realize the modernization of data governance capabilities.Based on the data governance rules of Y city government in the context of smart government,this paper explores the development status,problems and ways to further optimize the government’s data governance under the support of data technology.With the new public governance theory and collaborative governance theory as the theoretical support for the study of government data governance,and through the use of literature research,Interview method and other research methods,this paper discusses various problems in the current data governance rules of Y city government at the policy level,basic support level,security system level,and organizational management level:data governance related policies and regulations do not adapt to the new environment,Difficulty in data open sharing,poor data security guarantee ability,and weak organizational team strength.At present,the construction of the government’s data governance system is still in the initial stage,and various problems are inevitable.It is important to face up to the problems and optimize them.Therefore,this paper further discusses the causes of the problems,and at the same time draws on the successful experience at home and abroad and proposes corresponding optimization measures for the problems existing in the process of embedding data technology into the government data governance:improve the construction of the data governance system,optimize the government data security system,improve the basic support capacity and improve the organizational system. |
