Research On Intelligent Governance Of Local Government In The Context Of Big Data

Human society has been inseparable from information since the beginning of the knot.An Israeli historian,by Yuval Noah harari,in his book A Brief History of Man: From Animals to God,points out that information exchange is an important reason for the sociality of human beings,and “the resulting social cooperation is the survival and reproduction”.By the 21 st century,the world is striding into a new era of “great wisdom moving clouds”,in which the status of information is more important and indispensable than before.And big data,as the super carrier of information,has become the social production and human development The road of no detour.“Big data” has overturned the traditional life,work and thinking patterns,closely related to everyone’s life,the whole world based on big data to function properly,it will gradually become part of the infrastructure of modern society.Big data and related information technologies such as cloud computing,mobile networks,5 G,artificial intelligence have a profound impact on social,economic,national governance and enterprise development.In this context,in the field of government governance,the emergence of “intelligent governance” this new governance model.“Smart governance” is based on big data and related technology,which can make government governance more scientific and can deal with problems more comprehensively and accurately.Taking Xi’an as an example,this paper expounds the concept and theory of big data and intelligent governance,combines the practice of intelligent governance in Xi’an under the background of big data,summarizes the problems existing in intelligent governance,analyzes the causes of the problems,and then draws the countermeasures and suggestions for local governments to improve intelligent governance under the background of big data.In this paper,under the background of big data,the problem of intelligent governance mainly focuses on management system,data system,service system and collaborative system,which is related to the factors of concept level,mechanism level and ability level.In order to perfect the intelligent governance of local government under the background of big data,we need to make great efforts in strengthening the construction of management system,optimizing the construction of data system,improving the ability of public service,and promoting the formation of synergy.
