The "the Belt and Road" initiative has provided a new path for promoting global cooperation and common development,and the competition for the power of discourse among sovereign countries has become increasingly fierce.So what is the present situation of China’s discourse power in the process of the "the Belt and Road"?What are China’s international discourse resources in the construction of the "the Belt and Road"?What challenges does China face?How should China promote its international discourse in the construction of the "the Belt and Road"?This article summarizes the relevant definitions of discourse and international discourse power in the academic circles,and summarizes the process of discourse power based on this.Through the analysis of the concept of international discourse power,it provides the discourse power foundation of relevant theories such as realist power,soft power,and institutional construction.According to the functional mechanism of international discourse power and John French’s power bases model,it is divided into:coercive discourse power,institutional discourse power,referent discourse power,and reward discourse power.It also proposes four main variables that affect international discourse power:comprehensive national power,contents and means of discourse transmission,discourse interaction and feedback,and institutional construction capacity.China’s promotion of international discourse power is the inevitable result of the need to build a community with a shared future for mankind and the promotion of China’s international status.Based on the interpretation of the concept and achievements of the "the Belt and Road" initiative and China’s own voice resources,this paper believes that China has had military and economic resources to show its coercive discourse power in the "the Belt and Road" construction;China’s rewarding discourse power stems more from the driving force of economic development on countries along the belt and road than from security commitments;China’s reference discourse power comes from the attraction of its traditional culture and its friendly international image of peace loving and common development,as well as from China’s own development concepts and achievements in a specific field;The construction of the international institution represented by the Asian Infrastructure Investment Bank has shown initial efforts,but China’s institutional discourse still needs to be continuously constructed.Similarly,in the construction of the "the Belt and Road",China’s international discourse power is also faced with many problems,such as the difficulty of matching its own development status with the discourse power,the single means of dissemination,the lack of attractiveness of the communication contents,the long-term slander of Western countries and the introduction of corresponding strategies to compete.Therefore,China needs to explore its traditional cultural heritage,advocate a new concept of collective action,and constantly improve its voice in public opinion.At the same time,it needs to focus on training professionals,especially both of language and skilled talents,to provide talent support for the construction of the "the Belt and Road" initiative.At the same time,in the process of external communication,it is necessary to enrich communication means,broaden communication channels,and tell a good Chinese story.In the face of Western slander,China should actively carry out discourse competition on the basis of win-win cooperation,dispel rumors with the achievements of common development,promote the construction of the "the Belt and Road",and create positive and favorable conditions for achieving the ultimate goal of a community with a shared future for mankind.
