Research On The Construction Of International Discourse Power Related To The Belt And Road

China’s international discourse power has gone through the evolution process from the power to speak,to the power to participate,and then to the power to make rules.The construction of international discourse power is related to the historical grand proposition of the rise of China,which has important theoretical and practical significance both in the conceptualization and theoretical exploration of the construction of Chinese discourse system and in the competition with western discourse.Firstly,the research on the construction of international discourse power is of great importance to China’s foreign policy,which can better understand the international political reality.Second,as a special means of generating and transmitting meaning,the international discourse power is one of the sources of legitimacy for China’s participation in international affairs,which can promote China’s international cooperation with other countries and reduce the cost in the process of Chinese approach being recognized by the international community.Third,the construction of China’s international discourse power is an important part of China’s theoretical exploration of international relations,involving its own international identity positioning,the definition of national interests,the systematization of international practice and the summarization of the theory and other grand issues.This dissertation studies the construction process of international discourse power about the belt and road from three dimensions of international discourse presentation,transmission and internalization.First,it defines the concept of international discourse power and establishes an analytical framework for the construction of international discourse power based on behavioral interaction theory.Second,it investigates the ideological basis of the generation of international discourse about the belt and road from the perspectives of economic interests,Tian Xia and historical and cultural connections.Thirdly,it analyzes the promotion and dissemination process of international discourse about the belt and road by the government,media and scholars.Fourthly,it investigates the internalization of international discourse about the belt and road by the acceptors and conditional acceptors.Fifthly,it evaluates the construction effect of international discourse power about the belt and road and puts forward the corresponding construction directions.International discourse about the belt and road is China’s reconstruction of the original geopolitical and economic strategy to overcome the dilemma of the rise of great power on the basis of drawing its own historical experience.China has adopted social mobility,social competition and social creativity to gain international discourse power in the world.The belt and road Initiative provides institutions(public goods)and resources(projects)to achieve a mutually beneficial and stable bilateral relationship,and strengthens the recognition of relevant countries to the international discourse of the belt and road.Countries with closer cultural proximity to China,low GDP or per capita GDP,countries that have joined AIIB or have close economic cooperation with China are more likely to recognize the international discourse of the belt and road.On the contrary,countries with more cultural distance from China and developed countries are more likely to doubt or even oppose international discourse of the belt and road.
