Research On The Implementation Of The Development Policy Of B&B Industry In Licheng District Of Jinan City

As an important part of tourism and a non-traditional form of accommodation,B&B is more and more favored by people.As a new form of tourism accommodation,B&B industry has attracted extensive attention from local governments while developing rapidly.Some regions have regarded B&B industry as a new growth point of tourism in the future.In order to further improve the development environment of B&B industry,promote the high-quality development of B&B industry and give full play to its positive role in the economy and society,a series of development policies for B&B industry came into being.The implementation of the B&B industry development policy has gradually unleashed the vitality of the B&B market players,and the B&B industry continues to develop and expand.The development of B&B industry plays a vital role in promoting the development of urban economy.However,the B&B owners are restricted by their own weaknesses and the complex and changeable economic situation,so they are faced with many challenges in the process of development.In order to give full play to the incentive role of B&B industry development policy and better reduce the development burden for B&B owners,it is very important to study the implementation of B&B industry development policy and solve the problems occurring in the implementation of the policy.In this paper,Licheng District is selected as the research object,and all aspects of the implementation of the development policy of the B&B industry in this district are taken into consideration.Through questionnaire survey,interview and other methods,this paper interprets the relevant policies of the development policy of the B&B industry in Licheng District,analyzes the current actual situation of the implementation of the development policy of the B&B industry in Licheng District.Combining the Smith policy implementation model and the reality of Licheng,the paper systematically explores the problems in the implementation process of the development policy of Licheng B&B industry from the four aspects of policy itself,implementation agency,target group and policy environment,deeply explores the causes and puts forward targeted countermeasures and suggestions to crack the implementation problems of the development policy of Licheng B&B industry,and promote the healthy and sustainable development of Licheng B&B industry.According to the research findings,B&B owners in Licheng district do enjoy real policy dividends through the implementation of B&B industry development policy.The development of the B&B industry in Licheng District has also presented a thriving situation.However,in the process of policy implementation,various difficulties and challenges are often encountered,after a period of implementation,some problems of inadequate and unsatisfactory policy implementation have been found,such as the defects of policy design,the lack of execution force of the implementation agencies,the lack of participation of the target groups in the policy,and the immature implementation environment.In order to improve the implementation effect of the B&B industry development policy,this paper gives suggestions from the following four aspects:optimizing the policy itself,improving the force of the subject of the policy implementation,enhancing the comprehensive literacy of the target group and optimizing the environment of the policy implementation,aiming at exploring how to better play the role of the development policy of the B&B industry so as to promote the high-quality development of the B&B industry.
