Research On The Problems And Countermeasures Of Home-based Elderly Care Services In Urban Communities From The Perspective Of Collaborative Governanc

According to the data of the seventh national census,the population aged 60 and over has reached 264 million.During the 14 th Five-Year Plan period,the elderly population is expected to exceed the 300 million mark,and China will transition from mild to moderate aging.In recent years,exploring new models of old-age care services has become an important measure for local governments to deal with the problem of aging.Community home care is a highly respected form of old-age care services in recent years.As a model of filial piety,Q County has achieved certain results in urban community home care services,but there are still many problems.Therefore,it is necessary to explore corresponding solutions to establish a community home care service system with ’ full coverage and deep level ’.In order to more accurately analyze the current situation of home-based care services in urban communities in Q County,this paper extracts two communities from four streets in Q County on the basis of literature analysis,and investigates the elderly over 60 years old in Q County through self-made questionnaires and semi-structured in-depth interviews.In order to understand the project and content of community home-based care services in Q County,the willingness of the elderly to choose,the evaluation of service quality,etc.,in the later period,through the summary and induction of the questionnaire and interview content,the current problems in community home-based care in Q County were analyzed,and corresponding solutions were proposed.By analyzing the current situation of home-based care services in urban communities in Q County,it is found that there are five problems in Q County,such as low awareness of home-based care services in urban communities,dislocation of supply and demand of home-based care services in communities,low participation rate of home-based care services in communities,low quality of home-based care services in communities,and low intelligence of home-based care services in communities.At the same time,on this basis,the reasons for the formation of the problems are analyzed,including the lack of awareness of the elderly to participate in community home care services,problems between supply and demand,insufficient motivation of each service subject to participate,lack of effective supervision,and imperfect construction planning of the intelligent pension system.From the perspective of collaborative governance theory,using Maslow ’s hierarchy of needs theory,this paper puts forward some suggestions to further improve the home-based care services of urban communities in Q County,that is,to build a community-based service support platform,increase the publicity of community home-based care services,integrate and rationally allocate community care resources;meet the diversified needs of the elderly,effectively achieve the balance between supply and demand,establish a full range of supply and demand information communication channels,implement effective supply services based on the actual needs of the elderly,and provide community home care services according to the needs of hierarchical classification;build an effective endogenous dynamic mechanism,formulate a practical incentive mechanism,improve the community home care service guarantee mechanism,and accelerate the integration of medical care and community home care;improve the supervision and evaluation mechanism,establish a collaborative supervision mechanism,and encourage and cultivate third institutions to participate in service evaluation;promote smart pension services,increase the publicity of smart pension,create a new smart pension platform,and improve the multi-subject collaborative supply mechanism.
