Reform Of Off Campus Education Services In Youth Palace Under The "Double Reduction" Policy Path Study

The after-school education for youth is a significant component of socialist education in China,is an effective extension and important supplement of school education and is an significant place of quality-oriented education implementation.The Youth Palace,as the main position of youth after-school education service with "socialist" characteristics,is an important way to realize the function of youth after-school education and an important force to help schools implement the "double reduction" policy,which plays an important role in improving the level of youth art,cultivating interests,shaping great character,promoting healthy and comprehensive development and so on.The implementation of the "double reduction" policy in July 2021 marks that the burden reduction and governance in the field of education tended to be all-weather and multi-dimensional exploration with joint efforts inside and outside the school,which is a major policy innovation for the embedded promotion of comprehensive education reform."Double reduction" is the return of value based on moral cultivation and educating people.It is highly consistent with the supply-side reform of after-school education services in the Youth Palace in terms of goals,values and contents,which has logical unity.Therefore,this study relies on the background of the "double reduction" policy in 2021 and the numerous reform measures adopted by the Youth Palace in S province to implement the "double reduction" policy,and takes the theory of multi-center governance,collaborative governance and Maslow’s hierarchy of needs.The study takes the teachers of the Youth Palace,school teachers,students and parents as the research objects,combined with the questionnaire survey and field interviews,carries on the investigation and research on the situation of the Youth Palace in S province since the implementation of the "double reduction" policy,deeply analyzes the reform measures to implement the "double reduction" policy,and explores the new path of scientific development.The study found that under the guidance of the "double reduction" policy,the Youth Palace in S Province has carried out reforms from the top design,management system,service quality and external environment,making appropriate"subtraction" in traditional art education and "addition" in the all-round implementation of quality education for young people.It also actively cut into schools,communities and villages to carry out after-school services for teenagers,and achieved good reform results with clearer ideological and moral guidance,significantly improved management and service level,more accurate after-school delay services and more innovative "mobile youth palace" form,which met the diverse demands of students and improved the core quality of teenagers.However,due to the unclear positioning of the management service function,the inadequate management of the relevant functional departments and the lack of joint efforts of multi-agent collaborative governance,there are problems of different degrees in policy awareness,curriculum setting,team building and multi-party cooperation.In order to effectively implement the "double reduction" policy,the reform of after-school education services in the Youth Palace should take meeting the needs of the majority of young people as the starting point and foothold,accurately control the functional positioning,and break through the institutional barriers.Meanwhile,we will make comprehensive improvements in top-level design improvement,service quality improvement,management system innovation,external environment optimization and other aspects,promote the coordinated governance of all entities,meet the needs of youth development,enhance the artistic self-restraint of youth,promote their comprehensive development and promote the implementation of the "double reduction" policy.The study found that under the guidance of the "double reduction" policy,the Youth Palace in S Province has carried out reforms from the top design,management system,service quality and external environment,making appropriate
