| Since the emergence of civil service system,after about 100 years of continuous development and improvement,it has become much maturer,which mainly includes the renewal mechanism,the incentive mechanism and the monitoring mechanism and so on.The incentive mechanism is an important part of the civil service system,undertaking the responsibility of attracting talented people,giving full play to the ability of civil servants to improve the important mission of public management,so the incentive level directly determines the performance level of government services.It has been more than 20 years since the formal establishment of the civil service system in China,but the theoretical and practical research on the motivation of civil servants has lagged far behind the western developed countries,which is difficult to adapt to the process of economic marketization,political democratization and cultural pluralism.Nowadays,there is a big gap between the overall quality and administrative ability of our civil servants and the demand of service-oriented government construction in China’s market economy.Therefore,improving the incentive mechanism of civil servants plays an important practical significance.The article takes it as the breakthrough point,analyzes the operation presentsituation of incentive mechanism in China’s civil servant.Combined with advanced theories of foreign countries and China conditions,directed against the problems existing in the incentive mechanism of civil servants,from the perspective of classified management of civil servants,the article discusses how to classify and study the incentive mechanism of civil servants with different needs.At the same time,taking the reform and management of the civil service classification in Shenzhen as a case,we put forward some suggestions to improve the incentive mechanism of civil servants in China.This paper is divided into five parts.The first part is the introduction,which mainly introduces the research background and purpose,literature review and research methods.The second part mainly expounds the relevant theories of the incentive mechanism,the basic content of the civil service incentive mechanism has been defined,and the background of economic transformation in China under the incentive mechanism of the civil service is necessary to carry out analysis,to do a serious study on the basic problems existing at the same time,the incentive mechanism of civil servants in our country,the status of civil servants incentive mechanism.The third part of the main classification of our civil service management mechanism is described,and detailed analysis of the comprehensive management,professional and technical,administrative law enforcement civil servants connotation and the corresponding characteristics of the work.The fourth part analyzes the necessity and feasibility of the incentive mechanism of classification innovation,combining the connotation and work characteristics of different categories of civil servants,And on this basis,we have constructed the incentive means of integrated management,professional technical and administrative law enforcement civil servants.The fifth part takes the reform of civil servants in Shenzhen as a case to analyze the successes and shortcomings of the "Shenzhen experience",the classification mechanism of civil servants is studied in this direction. |
