| Civil servants are an important human resource of the country,and their competence directly determines the efficiency and effectiveness of the government.At present,China is in a period of transformation,with prominent social contradictions.Many long-standing deep-seated contradictions are reflected in the work of letters and visits.The situation faced by letters and visits is complex,and the tasks undertaken are arduous.Therefore,higher requirements are put forward for the work efficiency of the letters and visits department and the quality of the letters and visits staff.As an important part of the government’s human resources,the competency of civil servants in the petition department is directly related to the quality of Serve the People.According to relevant research data,there are currently many shortcomings and deficiencies in the construction of civil servants’ competence in the petition department.By interviewing and distributing questionnaires among civil servants in the petition department of Z city,the shortcomings and shortcomings of the competence of civil servants in the petition department were identified,including a lack of public service knowledge,low work enthusiasm,and severe talent loss.From the construction of the evaluation system,the steps and defects were also prominent,such as lack of assessment guidance,incomplete evaluation standards,and poor operability.The shortcomings and deficiencies that have emerged have not only received attention from society and the public,but also affect the effectiveness and results of the reform.Therefore,optimizing the competence level of civil servants in the petition department is an important task in the future.Using this as a starting point to build a service-oriented government can gain public recognition and improve public satisfaction with the government.This article takes the civil servants in the petition department of Z city as the core and focus of the exploration,discusses the role and value of civil servants in the petition department for the government,and explores the competencies that civil servants in the petition department should possess in the context of government transformation in the new era.Based on elucidating the key concepts of competency model,petition work,and public service ability of civil servants,a competency model for civil servants in the petition department of Z city was constructed according to the mechanism of the competency model.Applied research was conducted to explore the practical application of the competency model in the study of the competency of civil servants in the petition department of Z city.Based on the designed competency model,analyze the current situation,shortcomings,and reasons for the research on the competency of civil servants in the Z city’s petition department.Combining with typical cases of domestic petition department civil servant competency research,explore reasonable suggestions and measures to improve the competency of civil servants in the Z city’s petition department. |
