Civil servants working in the public sector in order to maintain the state’s social life running smoothly and development to meet the public demand for public services is essential objectives and key responsibilities. How to improve the competence of civil servants is a topic worthy of further exploration, the theory has gradually been concerned about domestic and foreign scholars. By building and enhancing civil competency model, not only at the macro level contributes to streamlining the organization, clear responsibilities, process optimization and people post match, but also to enhance the ability and quality of civil servants play a guiding role, thus promoting the performance of government departments effectively improved.In view of this, the study of urban management department to X for the survey, based on a combination of theoretical and empirical research on the actual work of urban management department, through literature review, behavioral event interviews and other methods to collect and revised questionnaire, screened competency indicators urban management department of civil servants, urban management department constructed civil structure model of competency:competency urban management department composed of civil servants from the seven dimensions, namely the political ability to identify, continuous learning, public service awareness and ability, problem-solving skills, build relationships, leadership, achievement motivation.On this basis, this study also used the competence of civil servants to build a good model of X City competence quality management department of civil servants were investigated, a detailed analysis of the level of development of its competence imbalance causes and improvement measures, with a view of urban management department civil service recruitment, promotion, performance appraisal, training and the ability to enhance the quality of the civil service management to provide theoretical support.
