The prosecutorial suggestion on social governance is a kind of suggestion put forward by the procuratorial organ in the process of performing its duties for the problems found that need to prevent crime risks,improve management loopholes,and decide to punish relevant subjects.Since its establishment,the procuratorial suggestion system of social governance,as a procuratorial organ participating in social governance and safeguarding social public welfare,has well realized the supervisory duties of procuratorial organs and made important contributions to promoting the modernization of national governance system and governance capacity.In order to standardize the issuance of procuratorial suggestions on social governance,the Supreme People’s Procuratorate issued the Regulations on the Work of Procuratorial Suggestions of the People’s Procuratorate in February 2019,the Supreme People’s Procuratorate promulgated the Regulations on the Work of Procuratorial Suggestions of the People’s Procuratorate,which stipulated the application of procuratorial suggestions,the issuance procedures and supervision management,and improved the issuance rate,response rate and adoption rate of procuratorial suggestions for social governance.However,in practice,procuratorial suggestions for social governance still have problems such as vague boundaries of rights,unclear details of issuance,insufficient supervision rigidity,etc.Procuratorial organs often encounter difficulties in issuing suggestions to perform supervision power,which affects the realization of the system’s own significance.Based on this,this thesis first analyzes the connotation and extension of social governance prosecutorial suggestions,discusses the differences between social governance prosecutorial suggestions and other types of prosecutorial suggestions,and work suggestions,expounds the nature,function,and effect of China’s social governance prosecutorial suggestions,and then analyzes the practical difficulties of social governance prosecutorial suggestions,and proposes the optimization path to improve social governance prosecutorial suggestions,Achieve the effect of " measuring cases for measuring cases ".
