Since September 11,2001,various relevant actors have been increasingly concerned about the direction of terrorism,with the situation of terrorism in the Sahel being particularly severe.The Sahel region is located in northern Africa,with the Sahara Desert to the north and the Sudanese grasslands to the south.The main countries include Niger,Chad,Mauritania,Burkina Faso,and Mali.The natural environment of the region is extremely harsh,living space is limited,ethnic conflicts are intense,with a long history of colonization,governance capacity is generally weak in the region,the impact of external forces is greater.In recent years,there have been frequent violent conflicts,a large number of terrorist organizations,the phenomenon of "Sahelization" has significantly strengthened,and regional security has shown a very unstable situation.As the former suzerain of the Sahel,the French government attaches great importance to this region,and after Macron came to power,it pays particular attention to the security situation in the region.On the surface,the policies adopted by the Macron administration are different from those of the previous governments,but in essence,they have achieved the same goal through different paths.Its active participation in security governance in the Sahel is largely driven by the pursuit of military,economic,political,and social interests.At the same time,Macron is bold,efficient and highly decisive.Under the joint action of historical and realistic factors,the Macron administration has become the main extraterritorial force participating in the security governance of the Sahel.In response to the frequent terrorist activities in the Sahel,the Macron administration has taken comprehensive measures to deal with them.In terms of military operations,the Macron administration continued and finally terminated the former government’s "Barkhane Operation" and initiated the establishment of the "Takuba Task Force" to use force to combat terrorist forces.In terms of development assistance,the Macron administration not only increased the proportion of development assistance,set up the Minka Peace and Resilience Fund,but also focused on improving the political ecology of the local countries,paying attention to youth development and climate change.In terms of cooperation,the Macron administration strengthened its cooperation with the G5 Sahel,promoted the establishment of the joint anti-terrorism force of the G5 Sahel,and sought the support of the European Union and the United Nations from the international community,and jointly established the Sahel Union with a number of countries and international organizations to carry out multilateral cooperation.On the other hand,the measures taken by the Macron administration have not led to a reduction in the local terrorist threat,and France’s counter-terrorism image has been damaged.At the same time,France,regional countries,and the international community are increasingly competing for interests in the Sahel,which has led to excessive dependence of regional countries on external forces.It is inevitable for major powers outside the region to project power and safeguard their advantageous position in the local area when participating in regional security governance.However,if they adopt inappropriate methods,it can easily damage their own image and be detrimental to the stable development of the regional security situation.Therefore,addressing regional security crises requires a regional perspective.Only by starting from the region itself can we truly promote regional development and alleviate regional insecurity.We can solve security crises from internal sources by strengthening the identification between regional countries,establishing regional dialogue mechanisms,and promoting in-depth development of regional integration.We can also closely engage in external exchanges,engage in multilateral cooperation,and learn advanced governance skills from external sources to enhance the governance capacity of our region.
