| With Chinese characteristics system development has been increasingly improved,Today,China has entered a new era and is one step closer to realizing the Chinese Dream of national rejuvenation.However,the current world situation is complicated.How to promote the steady and healthy development of the Party’s steadily,which cause puts forward a series of new requirements for Party cadres.Establishing a sound incentive mechanism for Party members and cadres is an urgent need for accelerating the development of the cause of the Party and the state as socialism with Chinese characteristics enters a new era.It is of great practical significance for adapting to the new situation and promoting comprehensive and strict Party governance and further development.To fully mobilize the enthusiasm,initiative and creativity of the Party cadres and officials in cultivating career has become an important topic to be studied.Socialism with Chinese characteristics is now at a stage in a new era.It is an important task for our Party to call on all Party members and officials to start their own businesses.Inner-party regulations are an important force to establish and perfect the cadre incentive mechanism."Remain true to our original aspiration and keep our mission firmly in mind" should not only be a vague slogan,but also be implemented in the practical work of Party members and cadres.Because of this,based on the functional research of Inner-party Laws,this paper analyzes the practical problems in the process of Inner-party Laws playing the positive incentive function through a diversified perspective,analyzes the realistic barriers of Inner-party Laws playing the positive incentive function,and gives corresponding countermeasures and suggestions.First of all,this paper discusses the internal needs of Inner-party Laws to play a positive incentive function,and analyzes the value of the incentive function.The internal needs are mainly reflected in the following four aspects: the need to take on the historical mission,the development needs of the new era,the need to govern the party and the need to provide the experience for other government.Subsequently,this paper attempts to analyze the difficulties faced by Inner-party Laws in playing the positive incentive function and summarizes the difficulties faced by the positive incentive function from three aspects: the incentive mechanism is not perfect enough,the incentive system is not scientific enough,and the incentive atmosphere is slightly lagging behind.At the incentive system level,the specific manifestation is that the incentive mechanism is not perfect and the fault tolerance and error correction mechanism is not scientific enough.In the incentive atmosphere level,from the party regulations,Party cadres and social environment three aspects.The theoretical realm does not pay enough attention to the incentive function of Inner-party Laws,some party cadres themselves exist conduct problems,the negative influence of social environment on Party cadres,all these will obstruct the Inner-party Laws to play the incentive function.Finally,in view of the problems and reasons in the process of the positive incentive function of Inner-party Laws,the improvement countermeasures and feasibility suggestions are given from a diversified perspective,and the corresponding supporting measures are provided from perfecting the incentive model,clarifying the incentive system and improving the incentive atmosphere.To improve the incentive system,the author puts forward suggestions from two aspects: the establishment of perfect incentive mechanism and scientific fault-tolerant and error-correcting mechanism,and constructs a relatively perfect positive incentive mechanism.Clear incentive goal,starting from the ruling goal of the Communist Party of China and the fundamental goal of serving the people,improve the positive incentive function of inner-party regulations;We will improve the incentive atmosphere,enhance the Party and society’s sense of identity with Inner-party Laws,comprehensively strengthen the learning atmosphere of Party members and cadres,and improve the communication mechanism of Inner-party Laws.In this study,the problems caused by the positive incentive function of Inner-party Laws are taken as the breakthrough point.Through theoretical analysis,the causes of these problems are analyzed,and corresponding suggestions are given to improve them,and corresponding solutions are given to the problems caused by the positive incentive function of Inner-party Laws. |
